| Announcement on Relevant Matters Concerning Trains Entering or Departing China and the Electronic Data on Manifests of Cargo and Articles | | 关于进出境铁路列车及其所载货物、物品舱单电子数据有关事项的公告 |
| For the purposes of facilitating the entry and exit of trains carrying cargo and articles subject to the supervision of the Customs and strengthening the administration of trains entering or departing China and the cargo and articles carried thereon by the Customs, in accordance with the Measures of the Customs of the People's Republic of China on the Supervision of Means of Transportation Entering or Departing China (announced as Order No. 196 of the General Administration of Customs and revised according to Order No. 240 of the General Administration of Customs, hereinafter referred to as “the Measures on the Means of Transportation”) and the Measures of the Customs of the People's Republic of China for the Administration of Manifests of Inward and Outward Means of Transport (announced as the Order No. 172 of the General Administration of Customs and revised according to Orders No. 235 and 240 of the General Administration of Customs, hereinafter referred to as “the Measures on Manifests”), the relevant issues concerning entry-exit trains and the electronic data on manifests of the cargo and contents carried thereon are hereby announced as follows: | | 为便利承运海关监管货物、物品的铁路列车进出境，加强海关对进出境铁路列车及其所载货物、物品的管理，根据《中华人民共和国海关进出境运输工具监管办法》（海关总署令第196号公布，根据海关总署令第240号修改，以下简称《运输工具办法》）及《中华人民共和国海关进出境运输工具舱单管理办法》（海关总署令第172号公布，根据海关总署令第235号、第240号修改，以下简称《舱单办法》），现就进出境铁路列车及其所载货物、物品舱单电子数据申报传输的有关事项公告如下： |
| I. The persons in charge of a train entering or departing China, the operator of a workplace under customs supervision, and the responsible person of a relevant railway logistics enterprise shall, in strict accordance with the Measures on Transportation Means and the Measures on Manifests, undergo the relevant recordation formalities with the customs house directly under the General Administration of Customs at the business operation place or with the customs house authorized by the customs house directly under the General Administration of Customs. | | 一、进出境铁路列车负责人、海关监管作业场所经营人等相关铁路物流企业，应当严格按照《运输工具办法》、《舱单办法》，在经营业务所在地的直属海关或者经直属海关授权的隶属海关办理相关备案手续。 |
II. The relevant railway logistics enterprise shall declare and transmit to the Customs the dynamic information on entry-exit trains, declaration documents, and manifests and their related electronic data according to the Measures on Transportation Means, the Measures on Manifests, and the provisions on transmission time limit, data items, and filling specifications prescribed in this Announcement.
