| For the purposes of further regulating the export order of automobiles and motorcycles, in accordance with the Notice by the Ministry of Commerce, the Ministry of Industry and Information Technology, the General Administration of Customs, the General Administration of Quality Supervision, Inspection and Quarantine, and the Certification and Accreditation Administration of the People's Republic of China of Further Regulating the Export Order of Automobile and Motorcycle Products (No. 318 [2012], MOC), the requirements for 2019's application for export qualifications for automobiles and motorcycles are hereby announced as follows: | | 为进一步规范汽车、摩托车出口秩序，根据《商务部 工业和信息化部 海关总署 质检总局 国家认监委关于进一步规范汽车和摩托车产品出口秩序的通知》（商产发〔2012〕318号），现将2019年度汽车和摩托车出口资质申报工作有关要求通知如下： |
| I. Application materials | | 一、关于申报材料 |
| (1) Automobile and motorcycle manufacturers shall provide: | | （一）汽车和摩托车生产企业应提供： |
| (a) completed application forms (see Annexes 1 and 2); | | 1.填报完整的申请表（见附件1、2）； |
| (b) forms of overseas after-sales and maintenance service outlets and overseas factories (see Annexes 5 and 6); | | 2.境外售后维修服务网点、境外工厂情况表（见附件5、6）； |
| (c) description of the overall situation of overseas after-sales and maintenance service outlets and overseas factories; | | 3.境外售后维修服务网点及海外设厂总体情况说明； |
| (d) valid ISO 9000 quality management system certificates and supporting documents on relevant international certification from importing countries (for all-terrain vehicle manufacturers); | | 4. 全地形车生产企业提供有效的ISO9000企业质量管理体系证书和获得进口国的相关国际认证证明材料； |
| (e) supporting documents on overseas after-sales and maintenance service outlets (for manufactures that did not apply for export qualifications for 2018 and for those that apply for improving their class; for example, a Class IV enterprise in 2018 intends to apply to become a Class III enterprise.). | | 5.未申报2018年度出口资质的生产企业、申报类级提高的生产企业（如2018年为四类企业，2019年拟申报为三类企业）需提供境外售后维修服务网点的证明材料。 |
| (2) The commercial departments of all regions shall provide: | | （二）各地商务主管部门应提供： |
| (a) the overall conditions of the application for export qualifications by automobile and motorcycle manufacturers in their respective regions; | | 1.本地区汽车和摩托车企业申报出口资质总体情况； |
| (b) completed summary sheets for enterprises (see Annexes 3, 4, 7 and 8); | | 2.填报完整的企业情况汇总表（见附件3、4、7、8）； |
| (c) materials related to border trade enterprises recommended by relevant provinces and autonomous regions in border areas, as well as the export operation of the border trade enterprises recommended last year. | | 3.边境地区有关省、自治区推荐边贸企业有关材料，以及上年度所推荐边贸企业的出口经营情况。 |
