For purposes of further improving the civil service system, promoting the system of paralleling civil service positions and ranks and linking ranks with remuneration, expanding the promotion channel of civil servants, and further mobilizing the initiatives of all civil servants, it is decided at the 25th Session of the Twelfth Standing Committee of the National People's Congress: the State Council is authorized to carry out the pilot work of the parallel system for civil service positions and ranks, and temporarily adjust the application of Article 15, Article 16(1), Article 16(3), Article 17(2), Article 19(2), Article 19(3), Article 21(1), Article 44(2), Article 45
．．．．．． | | 为进一步完善公务员制度，推行公务员职务与职级并行、职级与待遇挂钩制度，拓展公务员职级晋升通道，进一步调动广大公务员的积极性，第十二届全国人民代表大会常务委员会第二十五次会议决定：授权国务院在天津市市级机关及和平区、西青区各级机关，山东省省级机关及青岛市、潍坊市各级机关，湖北省省级机关及宜昌市、襄阳市各级机关，四川省省级机关及绵阳市、内江市各级机关，以及教育部、国家质量监督检验检疫总局、国务院台湾事务办公室、国家统计局本级机关（不包括直属机构）开展公务员职务与职级并行制度试点工作，暂时调整适用《中华人民共和国公务员法》第十五条，第十六条第一款、第三款，第十七条第二款，第十九条第二款、第三款，第二十一条第一款，第四十四条第二款，第四十五条第二款，第六十四条，第六十五条第三款，第七十三条第一款、第二款关于非领导职务管理的有关规定。具体试点办法由国务院作出安排，并报全国人民代表大会常务委员会备案。试点期限为二年，自试点办法印发之日起算。
