| In accordance with the Guiding Opinions of the State Council on Deepening the Integrated Development of the Manufacturing Industry and the Internet (No. 28 [2016], the State Council), the Guiding Opinions on Financial Support for the Building of a Strong Manufacturing Country (No. 58 [2017], PBC), the Notice of Further Regulating Charges for Credit Financing and Reducing the Comprehensive Financing Costs of Enterprises (No. 18 [2020], CBIRC), and other laws and regulations, the Ministry of Industry and Information Technology, the Ministry of Finance, the People's Bank of China, the China Banking and Insurance Regulatory Commission, and the China Securities Regulatory Commission have decided to launch the second group of cities under the pilot program of conducting cooperation between industries and the financial sector to further enhance the financial sector's ability to serve the real economy. You are hereby notified of the relevant matters as follows: | | 根据《国务院关于深化制造业与互联网融合发展的指导意见》（国发〔2016〕28号）、《关于金融支持制造强国建设的指导意见》（银发〔2017〕58号）、《关于进一步规范信贷融资收费降低企业融资综合成本的通知》（银保监发〔2020〕18号）等部署，为进一步增强金融服务实体经济能力，工业和信息化部、财政部、人民银行、银保监会、证监会决定开展第二批产融合作试点工作。有关事项通知如下： |
| I. Eligible applicants | | 一、申报对象 |
| In principle, cities (districts) at or above the county level may apply for being included into the second group of cities under the pilot program of conducting cooperation between industries and the financial sector. Priority shall be given to supporting applicants that accord with major national strategies for the coordinated development of the Beijing-Tianjin-Hebei region, the development of the Yangtze River Economic Belt and for the building of the Guangdong-Hong Kong-Macao Greater Bay Area and the overall strategies of the development of the western region, the revitalization of the northeast, and the takeoff of the central region as well as those that are in line with the state's major productivity distribution requirements, have achieved significant results in implementing relevant major policy decisions and measures taken by the state and that the state has clearly given recognition and incentives. Cities and prefectures that have achieved remarkable results in transformation and upgrading and cities (districts) in which national demonstration bases for new industrialization, advanced manufacturing clusters, demonstration bases for the emergency response industry, and demonstration bases for entrepreneurship and innovation of micro and small-sized enterprises are located shall be encouraged to apply for the pilot program. | | 县级及以上城市（区）原则上均可申报第二批产融合作试点。重点支持符合京津冀协同发展、长江经济带发展、粤港澳大湾区建设等国家重大战略，西部大开发、东北振兴、中部崛起等区域发展总体战略，以及符合国家重大生产力布局要求、落实国家有关重大决策措施成效明显、国家明确予以表扬激励的申报对象。鼓励转型升级成效明显市州以及国家新型工业化产业示范基地、先进制造业集群、应急产业示范基地、小型微型企业创业创新示范基地等所在的城市（区）申报试点。 |
| II. Application conditions | | 二、申报条件 |
| A city (district) that makes an application shall meet the following conditions: | | 申报城市（区）应具备以下条件： |
| 1. The city gives top priority to cooperation between industries and the financial sector, making industry-finance cooperation a local priority and establishing relevant institutions or working mechanisms. It has strong resource integration capabilities and arranges related special funds. And it provides strong organizational guarantees and policy guarantees and actively supports and gets involved in the construction of national industrial and financial cooperation platforms. | | （一）对产融合作工作高度重视，将产融合作列入本地重点工作，建立相关机构或工作机制，资源整合能力较强，安排相关专项资金，组织保障和政策保障有力，积极支持和参与国家产融合作平台建设。 |
| 2. It has strong industrial foundation capabilities, distinctive industrial characteristics, a high level of industrial chain, rich financial resources, and good conditions for the development of fintech. Moreover, it has scored initial results in the development of inclusive finance and green finance, thus effectively preventing and defusing financial risks. | | （二）产业基础能力较强，产业特色鲜明，产业链水平较高，金融资源较为丰富，金融科技发展条件良好，普惠金融和绿色金融发展初显成效，有效防范化解金融风险。 |
| 3. There are prominent highlights in industry-finance cooperation. There has been considerable financial support for the manufacturing sector. Notable progress has been made in industry-finance cooperation in key areas such as strategic emerging industries and new infrastructure development. Industrial big data have been actively used to enable industry-finance cooperation. | | （三）产融合作相关做法亮点突出，金融支持制造业力度较大，战略性新兴产业、新型基础设施建设等重点领域的产融合作成效较为显著，积极应用工业大数据等赋能产融合作。 |
| 4. The measures for normalized pandemic prevention and control have been actively implemented, and enterprises have been supported in work and production resumption. Practical results have been achieved in the efforts to ensure six priorities and stability in six areas for steady economic momentum, so as to ensure that economic and social order is fully restored. | | （四）积极落实常态化疫情防控举措，支持企业复工复产，在做好“六稳”工作、落实“六保”任务等方面取得实效，有力保障经济社会秩序全面恢复。 |
| III. Application procedures and requirements | | 三、申报程序和要求 |
| 1. A city (district) that makes an application shall do so through the “application system for cities under the pilot program of conducting cooperation between industries and the financial sector” The deadline for application is August 31, 2020. The application materials shall include: | | （一）申报城市（区）通过“产融合作试点城市申报系统”进行申报。申报截止日期为2020年8月31日。申报材料包括： |
| (1) application documents, which are issued by the people's government of the city (district) that makes an application. | | 1.申报文件：由申报城市（区）人民政府出具。 |
| (2) the implementation plan, which is prepared according to the notice requirements and the preparation outline (Annex 1), with an implementation period of not more than three years. | | 2.实施方案：根据通知要求和编制提纲（附件1）编写，方案实施期不超过3年。 |
| (3) the statistical table of quantitative indicators, which shall be filled out according to the instructions for filling out the table as specified in Annex 2. | | 3.定量指标统计表：参照附件2中填表说明填报数据。 |
| (4) relevant materials: the certification materials supporting the application conditions, such as the relevant policy documents issued by the local government on finance's supporting the development of the manufacturing industry. | | 4.相关材料：支持申报条件的证明材料，如地方出台的金融支持制造业发展相关政策文件等。 |
| 2. The provincial-level department of industry and information technology shall, together with the department of finance (bureau), the branches of the People's Bank of China, the local offices of the China Banking and Insurance Regulatory Commission, and the local offices of the China Securities Regulatory Commission, be responsible for the examination and screening of the application materials within their respective jurisdictions. They shall confirm in the application system the recommended pilot cities (districts) before September 15, 2020, and submit the joint reports. Each province, autonomous region, or municipality directly under the Central Government may recommend not more than two pilot cities (districts), and a city under separate state planning or Xinjiang Production and Construction Corps may recommend not more than one. | | （二）省级工业和信息化主管部门会同财政厅（局）、人民银行分支机构、银保监会派出机构、证监会派出机构负责辖区内申报材料的审核筛选工作。2020年9月15日前在申报系统中确认推荐试点城市（区）并提交联合上报文件。各省、自治区、直辖市推荐试点城市（区）数量不超过2个，计划单列市和新疆生产建设兵团推荐试点城市（区）数量不超过1个。 |
3. The Ministry of Industry and Information Technology shall, in conjunction with the Ministry of Finance, the People's Bank of China, the China Banking and Insurance Regulatory Commission, and the China Securities Regulatory Commission, review, determine, and announce the list of the second group of cities under the pilot program of conducting cooperation between industries and the financial sector. They shall continue to track the progress of the pilot work and evaluate the effectiveness of the work in due course.
