For purposes of thoroughly implementing the Opinions of the State Council on Promoting the Accelerated Development of the Service Outsourcing Industry (No. 67 [2014] of the State Council), improving the statistical indicator system and statistical framework of service outsourcing business, and promoting the high-quality development of service outsourcing industry, the revised Statistical Survey System of Service Outsourcing (hereinafter referred to as the “Statistical System”) is hereby issued under the approval of the National Bureau of Statistics, and the relevant matters are notified as follows: 为深入贯彻落实《国务院关于促进服务外包产业加快发展的意见》(国发〔2014〕67号),完善服务外包统计指标体系和统计制度,促进服务外包产业实现高质量发展,经国家统计局批准,现将修订的《服务外包统计调查制度》(以下简称《统计制度》)印发给你们,并就有关事项通知如下:
I. Gaining an in-depth understanding of new changes in the service outsourcing industry   一、深刻理解服务外包产业的新变化
With the widespread use of the new-generation information technologies, service outsourcing has undergone tremendous changes in both concept and scope, and new business types and modes have been constantly emerging. Having developed into a new business type in productive services supporting technological upgrading of enterprises, win-win cooperation and value enhancement, service outsourcing is becoming an important means for seizing the opportunities in the new phase of industrial revolution, occupying the middle- and upper-end of the global value chain, building China into a strong trading power, and accelerating the transition with traditional drivers being replaced by new ones. All local competent commerce departments shall have a profound understanding of new changes in the service outsourcing industry, earnestly learn and implement the Statistical System, accurately follow the economic trends, and drive the service outsourcing industry to achieve high-quality development. 随着新一代信息技术的推广应用,服务外包的内涵和外延发生重大变化,新业态新模式不断涌现。服务外包现已发展成为企业技术升级、合作共赢、提升价值的生产性服务新业态,是把握新工业革命机遇,抢占全球价值链中高端,建设贸易强国,加快新旧动能转换的重要途径。各地商务主管部门要深刻理解服务外包产业的新变化,认真学习贯彻《统计制度》,准确把握发展趋势,推动我国服务外包产业实现高质量发展。
II. Actively carrying out publicity and trainings on the Statistical System   二、积极开展《统计制度》宣传培训
All local competent commerce departments shall arrange systematic trainings for personnel in charge of service outsourcing business and statistical analysis of relevant government departments; and maximize the role of industrial associations in providing a full range of statistical business trainings for service outsourcing enterprises. All local authorities shall, according to the new requirements of the Statistical System, launch a variety of publicity activities, pay visits to enterprises and introduce to them industrial policies and requirements for statistical work, and support enterprises in clearly recognizing the significance of service outsourcing industry. During the visits, local authorities shall pay particular attention to the emerging service outsourcing enterprises with new business types and modes, coordinate their efforts and support policies, and guide them to include their service outsourcing business in the statistical framework in a timely manner. 各地商务主管部门要尽快组织有关政府部门服务外包业务负责人和统计人员开展系统性培训,同时充分发挥行业协会作用,对服务外包企业开展统计业务培训,做到全覆盖、无死角。各地要针对《统计制度》的新要求,积极开展多种形式的宣传,深入企业介绍产业政策和统计工作要求,指导企业提高对发展服务外包产业重要性的认识。在走访企业过程中,要重点关注开展新模式新业态的新兴服务外包企业,协调支持政策,指导他们尽快纳入统计。
III. Constantly improving the timeliness and accuracy of statistical work   三、不断提高统计的及时性准确性
Service outsourcing enterprises shall dispatch special personnel to fill out the statistical data, report the enterprises' basic information, human resources, international certification, signing and execution of contracts and other information on the Unified Business Platform of the Ministry of Commerce according to the time limit specified in the Statistical System, and improve the reported data. All local competent commerce departments shall strengthen their efforts in information review, raise their service awareness, and increase the review efficiency. In the meanwhile, they shall intensify the analysis and application of statistical data in multiple dimensions, comprehensively and precisely reflect the new conditions and new trends during the development of service outsourcing industry, and constantly improve the capability of statistical analysis in serving the government's decision-making and industrial development. 服务外包企业要指派专人负责数据填报工作,按照《统计制度》规定时限在商务部业务统一平台报送企业基本信息、人力资源、国际认证、合同协议情况和执行情况信息,提高数据申报质量。各地商务主管部门要加强信息审核,强化服务意识,提高审核效率。同时,要加强统计数据的多维度分析和应用,全面准确反映服务外包产业发展的新情况新趋势,不断提升统计分析为政府决策和行业发展服务的能力。
The Statistical System has come into force as of January 2019 and will be effective for three years. All local competent commerce departments shall earnestly implement the Statistical System and relevant requirements of this Letter, and take effective measures to complete the statistical work of service outsourcing business. If you have any question or suggestion during the statistical work, or need any assistance or support for trainings, please contact the Trade Service Department of the Ministry of Commerce in a timely manner. 《统计制度》自2019年1月起实施,有效期3年。各地商务主管部门要认真贯彻落实《统计制度》和本通知的相关要求,切实做好服务外包统计工作。工作过程中如有问题和建议,或培训上需要协助和支持,请及时与商务部(服贸司)联系。

 《服务外包统计调查制度》修订说明
 随着新一代信息技术推广应用,服务外包新业态新模式不断涌现,其内涵和外延随之发展变化。根据服务外包产业发展的新形势新特点,结合《部门统计调查项目管理办法》的要求,商务部修订了2015年印发的《服务外包统计报表制度》并致函国家统计局申请继续执行。2018年12月28日,国家统计局复函批准商务部执行《服务年统计调查制度》,有效期3年。主要修订内容如下:
   一、完善服务外包定义
 服务外包不仅是为发包方节约成本、提升效率、开拓市场的经济活动,更发展成为协助发包方完成技术升级、战略部署并创造价值的生产性经济活动。为体现上述重大变化,本次《服务外包统计调查制度》修订了服务外包的定义,表述为:专业服务提供商根据企业、政府、社团等组织委托或授权,完成组织以契约方式定制的内部服务活动或服务流程,为组织创造价值、提升价值的一种生产性经济活动。
   二、修订服务外包业务分类
 (一)调整信息技术外包(ITO)分类。
 1、考虑到“软件研发及开发服务”与“软件技术服务”二者业务内容接近,重合度高,将其合并为“软件研发服务”,归入“信息技术研发服务”中类。
