| The press, publication, radio, film and television bureaus of all provinces, autonomous regions and municipalities directly under the Central Government, the Press, Publication, Radio, Film and Television Bureau of Xinjiang Production and Construction Corps, the publicity bureau of the Political Work Department of the Central Military Commission and all game publishing service providers: | | 各省、自治区、直辖市新闻出版广电局，新疆生产建设兵团新闻出版广电局，中央军委政治工作部宣传局，各游戏出版服务单位： |
| In order to further regulate the administration order of mobile game publishing services, and improve the efficiency of acceptance and approval of mobile games, in accordance with the Regulation on the Administration of Publication, the Provisions on the Administration of Online Publishing Services and other relevant administrative provisions, you are notified of relevant matters as follows. | | 为进一步规范移动游戏出版服务管理秩序，提高移动游戏受理和审批工作效率，根据《出版管理条例》、《网络出版服务管理规定》及相关管理规定，现将有关事项通知如下： |
| I. For the purpose of this Notice, the term “mobile games” means the games that are operated on such mobile smart terminals as mobile phones and can be downloaded or played online by the public via the information network. | | 一、本通知所称移动游戏，是指以手机等移动智能终端为运行载体，通过信息网络供公众下载或者在线交互使用的游戏作品。 |
| For the purpose of this Notice, the term “mobile game publishing services” means the activities of publishing and operating mobile games that are available for the public to download and play online through the information network. | | 本通知所称移动游戏出版服务，是指将移动游戏通过信息网络向公众提供下载或者在线交互使用等上网出版运营服务行为。 |
| For the purpose of this Notice, the term “game publishing service providers” means the online publishing service providers that have obtained the permit for online publishing services issued by the State Administration of Press, Publication, Radio, Film and Television (“SARFT”) and have a specific business scope of game publishing services. | | 本通知所称游戏出版服务单位是指取得国家新闻出版广电总局网络出版服务许可，具有游戏出版业务范围的网络出版服务单位。 |
| II. A game publishing service provider shall be responsible for examining the contents of the mobile games, application for publication and applying for obtaining the game publication number. | | 二、游戏出版服务单位负责移动游戏内容审核、出版申报及游戏出版物号申领工作。 |
| III. To apply for the publication of a domestically-produced mobile puzzle game that is not related to the political, military, national or religious topics or contents and has no story or has simple story lines, such as the matching game, running game, flight game, chess or card game, puzzles, sports game, or dancing game, relevant formalities shall be undergone according to the following requirements: | | 三、申请出版不涉及政治、军事、民族、宗教等题材内容，且无故事情节或者情节简单的消除类、跑酷类、飞行类、棋牌类、解谜类、体育类、音乐舞蹈类等休闲益智国产移动游戏，按照以下要求办理： |
| 1. The game publishing service provider shall, in accordance with the requirements of the Regulation on the Administration of Publication and the Provisions on the Administration of Online Publishing Services and by reference to the Standards for Contents of Mobile Games developed by the China Audio-Video and Digital Publishing Association, examine the contents of mobile games that are applied for publication, fill out the Application Form for the Publication of Domestically-Produced Mobile Games (see Annex), and, at least 20 working days before the mobile game is to be published online (or to be subject to a public beta test, here and below), submit the Application Form and the photocopies of relevant certificates (in duplicate) to the provincial publication administrative department at the place where it is located. | | （一）游戏出版服务单位按照《出版管理条例》、《网络出版服务管理规定》等要求，参照中国音像与数字出版协会制定的《移动游戏内容规范》，审核申请出版的移动游戏内容，填写《出版国产移动游戏作品申请表》（见附件），并在预定上网出版（公测，下同）运营至少20个工作日前，将此表及相关证照的复印件（一式两份）报送属地省级出版行政主管部门。 |
| 2. The provincial publication administrative department shall, within five working days of receipt of the applicant materials, complete the following work: (1) Examining the completeness and accuracy of the application materials. (2) If the requirements are met, submitting to the SARFT one copy of the application materials and the examination opinions of the provincial publication administrative department and archiving the other copy in the provincial publication administrative department. (3) If the requirements fail to be met, returning the application materials to the applicant and explaining the reasons in writing. | | （二）省级出版行政主管部门收到申请材料后5个工作日内应完成下列工作：1.审核申请材料的完备性和准确性。2.符合要求的，一份申请材料和省级出版行政主管部门审核意见报国家新闻出版广电总局，另一份由省级出版行政主管部门存档。3.不符合要求的，申请材料退回申请者并书面说明理由。 |
3. The SARFT shall, within ten working days upon receipt of the materials submitted by the provincial publication administrative department, make a decision of approval or disapproval, and notify the provincial publication administrative department of the decision. The provincial publication administrative department shall, within three working days of receipt of the reply opinions of the SARFT, notify the game publishing service provider of the reply.
