| Announcement on the Qualification for Bidding for the Export Quotas of Magnesia and Talcum in 2016 | | 关于2016年度镁砂、滑石出口配额招标资质的公告 |
To Protect the resources and environment, reduce the pollution and energy consumption and raise the effective use efficiency of the resources, conforming to the relevant provisions of the Measures for Bidding for the Quotas of Export Commodities | | 为保护资源和环境，减少污染能耗，提高资源的有效使用率，根据商务部《出口商品配额招标办法》和《工业品出口配额招标实施细则》的有关规定，现将2016年度部分工业品出口配额招标有关事项公告如下： |
| I. Commodities subject to the bid invitation | | 一、招标商品 |
| magnesia, talcum (check Annex I for the catalogue of commodity tariff codes) | | 镁砂、滑石（商品税号目录见附件1）。 |
| II. Time for bidding | | 二、招标时间 |
| From November, 2015, the Bidding Committee of Export Commodity Quotas of the Ministry of Commerce (hereinafter referred to as the Bidding Committee) will start the bidding process for the bid for the quotas of the commodities subject to the bid invitation, the detailed the announcement on bidding for the commodities will be published on the official website of the Ministry of Commerce and China International Electronic Commerce Network | | 从2015年11月起，商务部出口商品配额招标委员会（以下简称招标委员会）将对招标商品进行配额招标，具体商品招标公告将在商务部网站及中国国际电子商务网上公布。 |
| III. The standards on the qualification of enterprises bidding for the export quotas of magnesia and talcum in 2016 | | 三、2016年镁砂、滑石出口配额招标投标企业资质标准 |
| 1. Enterprises bidding for the export quotas of magnesia and talcum shall meet the following standards: | | （一）镁砂、滑石出口配额招标投标企业须符合以下标准： |
| (1) Enterprises shall obtain the qualification for running import and export business or complete the recordation and registration procedure for foreign trade operator or obtain the approval certificate for foreign-invested enterprises and possess the status of an independent legal person. The scope of business of foreign-invested enterprises shall include the export business of the corresponding commodities. | | 1.获得进出口经营资格或办理对外贸易经营者备案登记或获得外商投资企业批准证书、具有独立法人资格，外商投资企业经营范围中应包括相应商品出口业务。 |
| (2) Production enterprises shall have environmental protection treatment facilitates adaptive to the production scale and the emission of pollutants shall meet the national or local standards on the emission of relevant pollutants. | | 2.生产企业具有与生产规模相适应的环保治理设施，污染物排放达到国家或地方有关污染物排放标准。 |
| (3) Enterprises shall conform to relevant national laws and regulations as well as relevant provisions of local governments and participate in the various social insurances including the endowment insurance, unemployment insurance, medical insurance, work-related injury insurance and maternity insurance. | | 3.遵守国家有关法律法规和当地政府的有关规定，依法参加养老、失业、医疗、工伤、生育等各项社会保险。 |
| (4) The material sources of production enterprises shall be from mining enterprises with the legal mining qualification. | | 4.生产企业的产品原料需来自具有合法采矿资格的开采企业。 |
| (5) The goods purchased by circulation enterprises shall be from production enterprises meeting the provisions of the aforementioned (2), (3) and (4). | | 5.流通企业所采购货物必须是来自符合上述第2、3、4款要求的生产企业所供产品。 |
| (6) There was no violation of relevant laws and regulations of the state from 2012 to 2014 | | 6.2012-2014年无违反国家有关法律法规的行为。 |
| 2. Apart from the aforementioned standards, bidding enterprises shall also meet the following standards: | | （二）除上述标准外，投标企业还须符合以下标准： |
| (1) Magnesia | | 1.镁砂。 |
| a. Light and heavy burned magnesia | | （1）轻重烧镁。 |
| i. The annual average export of a circulation enterprise reached 3000 tons from 2012 to 2014. | | ① 流通企业2012-2014年年均出口数量达到3000吨。 |
| ii. The annual average export of a production enterprise reached 3000 tons from 2012 to 2014, or its annual average export supply reached 8000 tons or its annual export quantity reached 1000 tons in 2014. | | ② 生产企业2012-2014年平均出口数量达到3000吨，或年均出口供货数量达到8000吨，或2014年出口数量达到1000吨。 |
| b. Other mineral products with the magnesium oxide accounting for 70% of their content | | （2）其他氧化镁含量在70%（含）以上的矿产品。 |
| i. The annual average export of a circulation enterprise reached 500 tons from 2012 to 2014. | | ① 流通企业2012-2014年平均出口数量达到500吨。 |
| ii. The annual average export of a production enterprise reached 300 tons from 2012 to 2014. | | ② 生产企业2012-2014年平均出口数量达到300吨。 |
| c. Uncalcined brusite | | （3）未煅烧的水镁石。 |
| The annual average export reached 100 tons from 2012 to 2014 (or the annual supply reached 20000 tons). | | 2012-2014年平均出口数量达到100吨（或年均供货数量达20000吨）。 |
| d. Mixtures with the magnesium oxide accounting for 70% of their content | | （4）含氧化镁70%以上的混合物。 |
| There was real export from 2012 to 2014. | | 2012-2014年有出口实绩。 |
| (2) Talc lump (powder) | | 2.滑石块（粉）。 |
a. The annual average export of a circulation enterprise reached 1000 tons from 2012 to 2014.
