The required reserve ratio is lowered by 0.5 percentage points today, the second cut within a targeted reduction of 1 percentage point. The reduction is targeted at city commercial banks operating solely within provincial administrative regions and is expected to release long-term funds of RMB40 billion. Meanwhile, the People's Bank of China (PBC) conducts Medium-term Lending Facility (MLF) operations totaling RMB200 billion. Due to reasonably adequate liquidity in the current banking system after offsetting the impact of peak period for tax payment, the PBC decides not to conduct reverse repo operations on November 15, 2019.
