| Notice of the Ministry of Natural Resources on Amending the Relevant Provisions of the Mineral Right Trading Rules | | 自然资源部关于调整《矿业权交易规则》有关规定的通知 |

| Natural resources departments of all provinces, autonomous regions, and municipalities directly under the Central Government: | | 各省、自治区、直辖市自然资源主管部门： |
| For the purpose of further deepening the reform of “simplification of administrative procedures, decentralization of powers, combination of decentralization with appropriate control, and optimization of services” in the field of mineral right administration, according to the relevant requirements of the system for the list of margin involving enterprises, the Ministry of Natural Resources has decided to amend certain provisions of the Notice on Issuing the Mineral Right Trading Rules (No. 7 [2017], Ministry of Land and Resources, hereinafter referred to as the “Mineral Right Trading Rules”). You are hereby notified of the relevant matters as follows: | | 为进一步深化矿业权管理领域“放管服”改革，按照涉企保证金目录清单制度相关要求，部决定调整《关于印发〈矿业权交易规则〉的通知》（国土资规〔2017〕7号，以下简称《矿业权交易规则》）的部分规定。现就有关事项通知如下： |
I. Article 11 of the Mineral Right Trading Rules is revised as follows: “A public notice of assignment shall include: (1) the names and offices of the assignor and the mineral right trading platform; (2) a brief introduction of the transferred mineral right, including project name, mineral type, geographic location, inflection point coordinates of the mining area, acreage, resource reserves (prospecting degree), mining elevation, information on resource exploitation and use, and proposed years of transfer, among others, and the requirements for investment in prospecting, the geological environment protection and land reclamation of mines, among others; (3) eligibility requirements of bidders; (4) methods of assignment and the time and place of trading; (5) means of acquiring bidding documents, auction or listing documents and the beginning and ending time and ways of applying for registration; (6) standards and methods for determining the winner of the bid or auction; (7) risk warning; (8) ways of handling objections to the mineral right in question; (9) relevant tips on joint punishment for bad faith in the field of public resource transactions; and (10) other contents required in the public notice.”
．．．．．． | | 一、《矿业权交易规则》第十一条规定调整为“出让公告应当包括以下内容：（一）出让人和矿业权交易平台的名称、场所；（二）出让矿业权的简要情况，包括项目名称、矿种、地理位置、拐点范围坐标、面积、资源储量（勘查工作程度）、开采标高、资源开发利用情况、拟出让年限等，以及勘查投入、矿山地质环境保护及土地复垦要求等；（三）投标人或者竞买人的资质条件；（四）出让方式及交易的时间、地点；（五）获取招标、拍卖、挂牌文件的途径和申请登记的起止时间及方式；（六）确定中标人、竞得人的标准和方法；（七）风险提示；（八）对交易矿业权异议的处理方式；（九）公共资源交易领域失信联合惩戒相关提示；（十）需要公告的其他内容。”
