| The “Internet + Mediation” work is a concrete measure to promote the “Internet + Human Resources and Social Security” program; and it plays an important role in improving efficiency of solving labor and personnel disputes, providing facilitation for the general public, and strengthening integrity building in the human resources and social security system. In accordance with the Action Plan for “Internet + Mediation and Arbitration” in 2020 (No. 83 [2018], General Office of the Ministry of Human Resources and Social Security), the Ministry of Human Resources and Social Security has organized the development of an “Internet + Mediation” service platform (hereinafter referred to as the “mediation service platform”); and has decided to promote the use of the platform across China based on the pilot program in Beijing and six other provinces (municipalities directly under the Central Government). The relevant matters are hereby notified as follows: | | 开展“互联网＋调解”工作，是推进“互联网＋人社”工作的具体举措，对于提高劳动人事争议调解工作效率、减少群众跑腿次数、加强人社系统行风建设具有重要意义。按照《“互联网＋调解仲裁”2020行动实施计划》（人社厅发〔2018〕83号）的部署，我部组织开发了“互联网＋调解”服务平台（以下简称调解服务平台），在北京等七省（市）先行试点的基础上，决定在全国推广使用调解服务平台，现就有关事项通知如下： |

| Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, further integration between information technologies and mediation services shall be promoted. Focus shall be made on promoting the use of the mediation service platform, exploring the rules of the “Internet + Mediation” work, enhancing the mediation service modes, regulating the mediation process, improving the efficiency of mediation services, and strengthening the establishment of mediation organizations at the grassroots level. The role of mediation as a basic and active means of dispute resolution shall be maximized; and more efficient and accessible mediation services shall be provided to dispute participants, so as to save time and efforts for the general public. | | 以习近平新时代中国特色社会主义思想为指导，促进信息化技术与调解工作深度融合。以推广使用调解服务平台为抓手，探索“互联网＋调解”工作规律，改进调解服务方式，规范调解工作程序，提高调解工作效能，加强基层调解组织建设，切实发挥调解的基础性、前端性作用，为当事人提供高效便捷调解服务，让群众少跑腿。 |
