| Establishing China (Shanghai) Pilot Free Trade Zone (hereinafter referred to as “SHFTZ”) is a significant decision made by the CPC Central Committee and the State Council. Over a period of more than one year since the establishment of SHFTZ, by centering on institutional innovation characterized by simplification of administrative procedures, decentralization of powers, and a combination of delegation and control, accelerating the transformation of government functions, and exploring innovation in systems and mechanisms, the Shanghai Municipality and relevant departments have made a group of replicable and widely applicable achievements in reform and innovation in areas such as the establishment of a foreign investment management system with negative list management as the core, a trade regulatory system with trade facilitation as the focus, a financial innovation system with capital account convertibility and the opening of the financial service industry as the target, and an interim and ex post supervision system with the transformation of government functions as the core. With the approval of the CPC Central Committee and the State Council, the replicable reform experience from the pilot programs in SHFTZ will be applied across the country. You are hereby notified of the relevant matters as follows: | | 设立中国（上海）自由贸易试验区（以下简称上海自贸试验区）是党中央、国务院作出的重大决策。上海自贸试验区成立一年多来，上海市和有关部门以简政放权、放管结合的制度创新为核心，加快政府职能转变，探索体制机制创新，在建立以负面清单管理为核心的外商投资管理制度、以贸易便利化为重点的贸易监管制度、以资本项目可兑换和金融服务业开放为目标的金融创新制度、以政府职能转变为核心的事中事后监管制度等方面，形成了一批可复制、可推广的改革创新成果。经党中央、国务院批准，上海自贸试验区的可复制改革试点经验将在全国范围内推广。现就有关事项通知如下： |

| In principle, except for matters involving amendment of laws and the construction of the Shanghai International Financial Center, the replicable reform experience from the pilot programs in SHFTZ shall be applied as soon as possible in other localities if it is applicable to other localities, and shall be applied across the country if it is applicable nationwide. In combination with the various work of their own in deepening reform, the relevant departments have replicated and applied a group of experience and practices nationwide. On this basis, the following matters shall be more widely applied: | | 上海自贸试验区可复制改革试点经验，原则上，除涉及法律修订、上海国际金融中心建设事项外，能在其他地区推广的要尽快推广，能在全国范围内推广的要推广到全国。有关部门结合自身深化改革的各项工作，已在全国范围复制推广了一批经验和做法。在此基础上，进一步推广以下事项： |

(1) Investment administration: the recordation system for items involving foreign-funded advertising companies, online approval and recordation for tax-related matters, automatic online number assignment for tax registration numbers, online tax self-service, online credit rating in tax payment credit management, real-time code assignment for organization codes, innovation in the recordation management system of standards of enterprises, cancellation of the recordation of commissioned processing under production license management, and the implementation of “single window” for the formation of enterprises, among others.
