| We approve the establishment of the State Council's inter-ministerial joint meeting system for the work of pilot free trade zones, in which the relevant leader of the State Council takes the lead. The joint meeting shall neither have its own official seal nor officially issue documents. | In order to strengthen inter-departmental coordination and cooperation and promote the building of pilot free trade zones, with the approval of the State Council, the State Council's inter-ministerial joint meeting (hereinafter referred to as the “joint meeting”) system for the work of pilot free trade zones is hereby established. | | 为加强部门间协调配合，推进自由贸易试验区建设工作，经国务院同意，建立国务院自由贸易试验区工作部际联席会议（以下简称联席会议）制度。 |
| I. Main Functions | | 一、主要职能 |
| Under the leadership of the State Council, the joint meeting shall make overall planning and coordination of the pilot work of pilot free trade zones across the country, give macro guidance to the pilot work of deepening the reform of pilot free trade zones across the country, coordinate to resolve major issues in the reform and experiment of pilot free trade zones, assess and summarize the pilot experience in the reform of pilot free trade zones in a timely manner, put forward opinions and suggestions on replication and popularization of such experience, and complete other tasks assigned by the State Council. | | 在国务院领导下，统筹协调全国自由贸易试验区试点工作。对全国自由贸易试验区深化改革试点工作进行宏观指导；协调解决自由贸易试验区改革试验中遇到的重大问题；及时评估、总结自由贸易试验区改革试点经验，提出复制推广意见和建议；完成国务院交办的其他事项。 |

The joint meeting consists of 30 departments, including the Ministry of Commerce, the Publicity Department of the CPC Central Committee, the Office of the Central Leading Group on Financial and Economic Affairs under the Political Bureau of the CPC Central Committee, the National Development and Reform Commission, the Ministry of Education, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Justice, the Ministry of Finance, the Ministry of Human Resources and Social Security, the Ministry of Land and Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Culture, the National Health and Family Planning Commission, the People's Bank of China, the General Administration of Customs, the State Administration of Taxation, the State Administration for Industry and Commerce, the General Administration of Quality Supervision, Inspection and Quarantine, the State Administration of Press, Publication, Radio, Film and Television, the State Intellectual Property Office, the China National Tourism Administration, the Hong Kong and Macao Affairs Office of the State Council, the Legislative Affairs Office of the State Council, the Taiwan Affairs Office of the State Council, the China Banking Regulatory Commission, the China Securities Regulatory Commission, the China Insurance Regulatory Commission, and the State Administration of Foreign Exchange, in which the Ministry of Commerce takes the lead.
