| Announcement on Relevant Matters Concerning Bonded Ore Blending | | 关于“保税混矿”有关事项的公告 |
| For the purposes of encouraging more regions to make use of the experiences gained in the pilot reform of the pilot free trade zones, supporting special customs supervision areas (hereinafter referred to as the "Special Areas") in conducting the bonded ore blending business and promoting the development of the Special Areas, the relevant matters are hereby announced as follows: | | 为复制推广自由贸易试验区改革试点经验，支持海关特殊监管区域（以下简称“特殊区域”）开展“保税混矿”业务，促进特殊区域发展，现将有关事项公告如下： |
| I. For the purposes of this Announcement, “bonded ore blending” is the business of enterprises within the Special Areas to conduct simple physical processing and mixing of iron sands entering China in a bonded manner before shipping them out of the areas or the country. | | 一、本公告所称“保税混矿”，是指特殊区域内企业对以保税方式进境的铁矿砂进行简单物理加工混合后再复运出区或离境的业务。 |
II. For the purposes of this Announcement, “simple physical processing” means that iron sands have not undergone substantial changes apart from changes in average particle size and composition contents. Substantial changes shall be governed mutatis mutandis by the Provisions on the Standards for Substantial Changes in the Non-preferential Rules of Origin (Issued through Order No. 122 of the GACC and amended based on Order No. 238 of the GACC).
