| For purposes of implementing the decisions and arrangements of the CPC Central Committee and the State Council for the institutional reform, transformation of government functions, reduction of licenses for the convenience of the people, protection of property rights, and ecology and environment protection, further promoting the reform of simplifying procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services, and strengthening the construction of a government under the rule of law, the Ministry of Agriculture and Rural Affairs has conducted a comprehensive review of the rules and regulatory documents. Upon review, the Ministry of Agriculture and Rural Affairs has decided that: | | 为了贯彻落实党中央、国务院关于机构改革、政府职能转变、减证便民、产权保护和生态环境保护等的决策部署，进一步推进简政放权、放管结合、优化服务改革，加强法治政府建设，农业农村部对规章和规范性文件进行了全面清理。经过清理，农业农村部决定： |
| I. Some clauses of 17 sets of rules and three regulatory documents shall be amended. (Annex 1) | | 一、对17部规章和3部规范性文件的部分条款予以修改。（附件1） |
