| For purposes of further deepening the reform of “simplification of administrative procedures, decentralization of powers, combination of decentralization with appropriate control, and optimization of services,” improving trade facilitation, and promoting the steady growth of foreign trade, in accordance with the provisions of relevant laws, administrative regulations and rules, the Ministry of Commerce and the General Administration of Customs have decided to conduct paperless operations in the application for export licenses for used vehicles and customs clearance of used vehicles. You are hereby notified of the relevant matters as follows: | | 为进一步深化“放管服”改革，提高贸易便利化水平，促进外贸稳定增长，依据有关法律、行政法规和规章的规定，商务部、海关总署决定对二手车出口许可证申领和通关实行无纸化作业。有关事项通知如下： |
| I. Beginning on September 9, 2019, paperless application for export licenses and customs clearance shall apply to used vehicles. | | 一、自2019年9月9日起，对二手车实行出口许可证申领和通关作业无纸化。 |
II. Any export entity that applies for the export of used vehicles may choose the mode of paper-based operations or paperless operations on its own initiative. An export entity choosing the mode of paperless operations shall apply to the Ministry of Commerce or an institution entrusted by the Ministry of Commerce for the electronic version of an Export License of the People's Republic of China (hereinafter referred to as the “export license”) as required, and undergo the customs declaration, verification and release formalities with the Customs through the paperless customs clearance operation mode.
