In accordance with the overall plan of deepening the reform of national defense and armed forces as approved by the Central Committee of the Communist Party of China (“CPC”), for the purposes of accelerating the establishment of a professional system for officers and building a scientific and standardized system of officers to meet the requirements for the building and operation of modern armed forces, as decided at the 25th Session of the Twelfth Standing Committee of the National People's Congress: the application of the relevant provisions of the Law of the People's Republic of China on Officers in Active Service and the Regulation on the Military Ranks of Officers of the People's Liberation Army of China on officers' grade of positions, military ranks, appointment and removal, education and training, benefits, and resettlement upon retirement from active service shall be temporarily adjusted during the reform of the system of officers. The Central Military Commission shall organize to develop and specify the specific measures and the scope of trial implementation. After the measures for the reform are mature, the relevant laws shall be revised and improved in a timely manner.
