With a view to enhancing closer economic partnership between Mainland and Hong Kong and between Mainland and Macao, and encouraging Hong Kong and Macao service providers to establish commercial enterprises in the Mainland, in accordance with the Supplementary Agreement VIII to Mainland/Hong Kong Closer Economic Partnership Arrangement and the Supplementary Agreement VIII to Mainland/Macao Closer Economic Partnership Arrangement as approved by the State Council, this Ministry has worked out the following supplementary provisions regarding the Measures for the Administration of Foreign Investment in the Commercial Sector (Order No. 8 [2004] of the Ministry of Commerce):
