| Measures for the Administration of National Tourist Resorts | | 国家级旅游度假区管理办法 |
| Article 1 These Measures shall be developed for the purposes of regulating the identification and administration of national tourist resorts, promoting the high-quality development of tourist resorts, and meeting people's growing demand for tourism and leisure. | | 第一条 为了规范国家级旅游度假区的认定和管理，促进旅游度假区高质量发展，满足人民日益增长的旅游度假休闲需求，制定本办法。 |
| Article 2 For the purpose of these Measures, “tourist resort” means any zone that provides tourists with holiday and leisure services, clear spatial boundaries and independently-managed agencies. | | 第二条 本办法所称旅游度假区，是指为旅游者提供度假休闲服务、有明确的空间边界和独立管理机构的区域。 |
| For the purpose of these Measures, “national tourist resort” means any tourist resort that meets the relevant requirements of the national standard—the Resort Rating (GB/T26358) and is identified by the Ministry of Culture and Tourism. | | 本办法所称国家级旅游度假区，是指符合国家标准《旅游度假区等级划分》（GB/T26358）相关要求，经文化和旅游部认定的旅游度假区。 |
| Article 3 In conducting the identification and administration of national tourist resorts, the relevant departments shall adhere to the Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era as a guidance and put people first, so as to carry forward the core socialist values, improve the development of the holiday and leisure tourism and promote the transformation and upgrading of the tourism industry. | | 第三条 国家级旅游度假区的认定和管理坚持以习近平新时代中国特色社会主义思想为指导，以人民为中心，弘扬社会主义核心价值观，提升度假休闲旅游发展水平，推动旅游业转型升级。 |
| Article 4 In conducting the identification and administration of national tourist resorts, the relevant departments shall follow the principles of openness, fairness and impartiality, and voluntary application, normative identification, dynamic management and model guidance. | | 第四条 国家级旅游度假区的认定和管理坚持公开、公平、公正，遵循自愿申报、规范认定、动态管理和示范引领的原则。 |
| Article 5 The identification and administration of national tourist resorts shall be organized by the Ministry of Culture and Tourism in accordance with these Measures, the national standard—the Resort Rating (GB/T26358) and the relevant detailed rules, and the specific work shall be undertaken by the Department of Resources Development of the Ministry of Culture and Tourism. | | 第五条 国家级旅游度假区的认定和管理由文化和旅游部按照本办法和国家标准《旅游度假区等级划分》（GB/T26358）及相关细则组织实施，具体工作由文化和旅游部资源开发司承担。 |
| The administrative departments of culture and tourism at the provincial level shall be responsible for the preliminary examination and recommendation of national tourist resorts within their respective jurisdictions and the daily administration thereof as well as the identification and administration of provincial-level tourist resorts. | | 省级文化和旅游行政部门负责本辖区内国家级旅游度假区的初审推荐和日常管理，以及省级旅游度假区的认定和管理。 |
| Article 6 Tourist resorts shall be encouraged to actively carry out the construction and application of national tourist resorts in accordance with the requirements of these Measures, the national standard—the Resort Rating (GB/T26358) and the relevant detailed rules. | | 第六条 鼓励旅游度假区按照本办法和国家标准《旅游度假区等级划分》（GB/T26358）及相关细则要求，积极开展国家级旅游度假区的建设和申报工作。 |
| Article 7 An area applying for a national tourist resort shall meet the following requirements: | | 第七条 申报国家级旅游度假区，应当具备下列条件： |
| (1) It complies with the requirements of the national standard— the Tourist Resort Rating (GB/T26358) and the relevant detailed rules; | | （一）符合国家标准《旅游度假区等级划分》（GB/T26358）及相关细则要求； |
| (2) It meets the requirements of core socialist values; | | （二）符合社会主义核心价值观要求； |
| (3) It has relatively concentrated resort facilities and being in good operating conditions; | | （三）度假设施相对集聚，经营状况良好； |
| (4) It has a sound system for public information services on tourism; | | （四）旅游公共信息服务体系健全； |
| (5) It has higher tourists' overall satisfaction; | | （五）游客综合满意度较高； |
| (6) It has high popularity and brand influence nationwide; | | （六）在全国具有较高的知名度和品牌影响力； |
| (7) The land use complies with the relevant provisions of laws and regulations; | | （七）土地使用符合法律法规有关规定； |
| (8) The main business entity has no record of serious violations of laws and regulations in the past three years; | | （八）主要经营主体近3年无严重违法违规等行为记录； |
| (9) No major tourism safety accident occurred in the past three years; and | | （九）近3年未发生重大旅游安全责任事故； |
| (10) It has been a provincial-level tourist resort for more than one year. | | （十）被认定为省级旅游度假区1年以上。 |
Article 8 An area applying for a national tourist resort shall, through the administrative department of culture and tourism at the provincial level, submit to the Ministry of Culture and Tourism the following materials:
