| Provisions on the Security Assessment for Internet Information Services with Characteristics of Public Opinions or Capable of Social Mobilization | | 具有舆论属性或社会动员能力的互联网信息服务安全评估规定 |

| Article 1 These Provisions are developed in accordance with the Cybersecurity Law of the People's Republic of China, the Measures for the Administration of Internet Information Services, and the Measures for Protection of Security in the International Networking of Computer Information Networks, for the purposes of strengthening the security management of Internet information services with characteristics of public opinions or capable of social mobilization and the relevant new technologies and new applications, regulating Internet information services, and maintaining national security, social order and public interest. | | 第一条 为加强对具有舆论属性或社会动员能力的互联网信息服务和相关新技术新应用的安全管理，规范互联网信息服务活动，维护国家安全、社会秩序和公共利益，根据《中华人民共和国网络安全法》《互联网信息服务管理办法》《计算机信息网络国际联网安全保护管理办法》，制订本规定。 |
| Article 2 For the purpose of these Provisions, Internet information services with characteristics of public opinions or capable of social mobilization include: | | 第二条 本规定所称具有舆论属性或社会动员能力的互联网信息服务，包括下列情形： |
| (1) Launching forums, blogs, microblogs, chat rooms, communication groups, public accounts, short videos, webcasts, information sharing, small programs, or other information services, or adding the corresponding functions. | | （一）开办论坛、博客、微博客、聊天室、通讯群组、公众账号、短视频、网络直播、信息分享、小程序等信息服务或者附设相应功能； |
| (2) Launching other Internet information services that provide channels for the public to express their opinions or are capable of mobilizing the public to engage in specific activities. | | （二）开办提供公众舆论表达渠道或者具有发动社会公众从事特定活动能力的其他互联网信息服务。 |
| Article 3 Where a provider of Internet information services falls under any of the following circumstances, it shall independently conduct security assessment in accordance with these Provisions and be responsible for the assessment results: | | 第三条 互联网信息服务提供者具有下列情形之一的，应当依照本规定自行开展安全评估，并对评估结果负责： |
| (1) It launches Internet information services with characteristics of public opinions or capable of social mobilization, or adds relevant functions to its information services. | | （一）具有舆论属性或社会动员能力的信息服务上线，或者信息服务增设相关功能的； |
| (2) It uses new technologies or applications leading to a major change in the functional attribute, mode of technical realization, or allocation of basic resources, among others, of its information services, thus causing a major change in the characteristics of public opinions or capability of social mobilization. | | （二）使用新技术新应用，使信息服务的功能属性、技术实现方式、基础资源配置等发生重大变更，导致舆论属性或者社会动员能力发生重大变化的； |
| (3) The size of users has significantly increased, leading to a major change in its information services' characteristics of public opinions or capability of social mobilization. | | （三）用户规模显著增加，导致信息服务的舆论属性或者社会动员能力发生重大变化的； |
| (4) Illegal or harmful information has been spread, indicating that it is difficult to effectively prevent and control cybersecurity risks by existing security measures. | | （四）发生违法有害信息传播扩散，表明已有安全措施难以有效防控网络安全风险的； |
| (5) Other circumstances under which the cyberspace administration or the public security organ at or above the prefecture level notifies it in writing that it needs to conduct security assessment. | | （五）地市级以上网信部门或者公安机关书面通知需要进行安全评估的其他情形。 |
| Article 4 A provider of Internet information services may either independently conduct a security assessment, or authorize a third-party security assessment institution to do that. | | 第四条 互联网信息服务提供者可以自行实施安全评估，也可以委托第三方安全评估机构实施。 |
Article 5 When conducting security assessment, providers of Internet information services shall conduct a comprehensive assessment of the legality of their information services and new technologies and new applications, the effectiveness of their implementation of security measures prescribed by laws, administrative regulations, departmental rules and standards, and the effectiveness of their prevention and control of security risks, among others, with the focus on the following contents:
