Circuit trial is an important part of the fundamental work of the grassroots people's courts, and an important way to bring into full play the role of the trial function on the basis of existing judicial resources. To comprehensively improve the quality and efficiency of circuit trials, we hereby put forward the following opinions on relevant issues concerning vigorously promoting circuit trials to facilitate litigation of people. | |
巡回审判是人民法院基层基础工作的重要组成部分，是立足现有司法资源充分发挥审判职能作用的重要途径。为全面提高巡回审判工作质效，现就大力推广巡回审判，方便人民群众诉讼有关问题，提出以下意见。 |

| I. Fully apprehending the significance of vigorously promoting circuit trials to facilitate litigation of people | | 一、充分认识大力推广巡回审判方便人民群众诉讼的重要意义 |

| 1. Promoting circuit trials is an important move to deeply push forward the three major tasks. During the process of vigorously promoting circuit trials to facilitate litigation of people, to promptly and effectively handle the conflicts and disputes between the parties concerned to the maximum, to identify and solve the problems in social management to the maximum, and to place various work of the people's courts especially grassroots people's courts, and people's tribunals under the supervision of people to the maximum have great significance in thoroughly pushing forward the three major tasks of resolution of social conflicts, social management innovation and impartial and honest law enforcement. | | 1.推广巡回审判是深入推进三项重点工作的重要举措。在大力推广巡回审判方便人民群众诉讼过程中，最大限度快捷有效处理当事人的矛盾纠纷，最大限度发现和解决社会管理中存在的问题，最大限度将人民法院特别是基层人民法院、人民法庭各项工作置于人民群众监督之下，对于深入推进社会矛盾化解、社会管理创新以及公正廉洁执法具有重要意义。 |

Serving the major objectives of the Party and the State is a historical responsibility of the people's courts and an inevitable requirement for the people's courts to achieve their own development. To deeply carry out the practical activities of the theme “People's Judges for the People” and reinforce the implementation of various measures that bring conveniences and benefits to the people, with vigorously promoting circuit trials to facilitate litigation of people as the foothold, may demonstrate the humane care of the people's judicature to the maximum extent, and make the people truly feel the achievements of the practical activities of the theme “People's Judges for the People” carried out by the people's courts, and can embody the spirit of going deep into the people, providing convenience for the people and serving the people contained in inheriting and carrying forward the “Ma Xiwu-style Trial Mode” in the new era. | | 3.推广巡回审判是深入开展“人民法官为人民”主题实践活动的重要切入点。以大力推广巡回审判方便人民群众诉讼为抓手，深入开展“人民法官为人民”主题实践活动，强化落实各项便民利民措施，可以最大程度上彰显人民司法的人文关怀，让广大人民群众切实感受到人民法院深入开展“人民法官为人民”主题实践活动的成果，同时也是新时期继承和发扬“马锡五审判方式”所蕴含的深入群众、方便群众和服务群众精神的具体体现。 |
