| The mobile Internet of Things (“mobile IoT”, technology and application of Internet of Things in cellular mobile communication network) is an important part of the new infrastructure. For the purposes of implementing the decisions and deployments of the CPC Central Committee and the State Council on accelerating the construction and application of 5G, IoT and other new infrastructures, accelerating the digital transformation of traditional industries, and effectively supporting the building of a manufacturing power and a network power, relevant matters on promoting the comprehensive development of mobile IoT are hereby notified as follows: | | 移动物联网（基于蜂窝移动通信网络的物联网技术和应用）是新型基础设施的重要组成部分。为贯彻落实党中央、国务院关于加快5G、物联网等新型基础设施建设和应用的决策部署，加速传统产业数字化转型，有力支撑制造强国和网络强国建设，现就推进移动物联网全面发展有关事项通知如下： |
| I. Main Objectives | | 一、主要目标 |
| The evolution trend of the technical standards and industrial pattern of global mobile IoT shall be accurately grasped, the migration and network switching of 2G/3G IoT business shall be promoted, an integrated ecosystem of mobile IoT wherein NB-IoT (narrow-band IoT), 4G (including LTE-Cat1, i.e. 4G networks of Speed Category 1) and 5G develop in a coordinated manner shall be established, and on the basis of expanding the coverage of 4G network and accelerating the construction of 5G networks, NB-IoT shall be utilized to meet the needs of most low-speed scenarios, LTE-Cat1 (hereinafter referred to as “Cat1”) shall be utilized to meet the needs of medium-speed networking of things and voice, and 5G technology shall be utilized to meet the networking needs of higher speed and low delay. | | 准确把握全球移动物联网技术标准和产业格局的演进趋势，推动2G/3G物联网业务迁移转网，建立NB-IoT（窄带物联网）、4G（含LTE-Cat1，即速率类别1的4G网络）和5G协同发展的移动物联网综合生态体系，在深化4G网络覆盖、加快5G网络建设的基础上，以NB-IoT满足大部分低速率场景需求，以LTE-Cat1（以下简称Cat1）满足中等速率物联需求和话音需求，以5G技术满足更高速率、低时延联网需求。 |
| By the end of 2020, general coverage of NB-IoT networks in main urban areas of cities above the county level and in-depth coverage in key areas shall be realized; the number of mobile IoT connections shall reach 1.2 billion; the convergence of prices of NB-IoT modules and 2G modules shall be promoted and new IoT terminals shall be directed to migrate to NB-IoT and Cat1; and a group of NB-IoT application benchmarking projects and NB-IoT application scenarios of million-level connections shall be created. | | 到2020年底，NB-IoT网络实现县级以上城市主城区普遍覆盖，重点区域深度覆盖；移动物联网连接数达到12亿；推动NB-IoT模组价格与2G模组趋同，引导新增物联网终端向NB-IoT和Cat1迁移；打造一批NB-IoT应用标杆工程和NB-IoT百万级连接规模应用场景。 |

| 1. Accelerating the network construction of mobile IoT | | （一）加快移动物联网网络建设。 |
| 5G network construction shall be accelerated, and the coverage of 4G networks shall be continuously deepened to support the development of Cat1; the deployment of NB-IoT networks shall be further intensified, new NB-IoT base stations shall be constructed as needed, general coverage in urban areas at or above the county level shall be realized, and in-depth coverage shall be realized for indoor, traffic networks, underground pipe networks, modern agricultural demonstration areas and other application scenarios; and joint efforts shall be made for completing network operation and maintenance, monitoring, optimization and so on so as to improve the level of network services. | | 加快推进5G网络建设，继续深化4G网络覆盖，支持Cat1发展；进一步加大NB-IoT网络部署力度，按需新增建设NB-IoT基站，县级及以上城区实现普遍覆盖，面向室内、交通路网、地下管网、现代农业示范区等应用场景实现深度覆盖；着力做好网络运维、监测和优化等工作，提升网络服务水平。 |
| 2. Strengthening the research on the standards and technologies of mobile IoT | | （二）加强移动物联网标准和技术研究。 |
| (1) Developing the standards for the integration of mobile IoT and vertical industries. The incorporation of NB-IoT standards into the ITU IMT-2020 5G standards shall be promoted; and the development and implementation of technical standards and interconnection standards for mobile IoT terminals and platforms, among others, in smart home, intelligent agriculture, industrial manufacturing, energy metering, fire-fighting smoke sensing, logistics tracking, financial payment and other key fields so as to improve the level of standardization of industrial applications. | | 1. 制定移动物联网与垂直行业融合标准。推动NB-IoT标准纳入ITU IMT-2020 5G标准；面向智能家居、智慧农业、工业制造、能源表计、消防烟感、物流跟踪、金融支付等重点领域，推进移动物联网终端、平台等技术标准及互联互通标准的制定与实施，提升行业应用标准化水平。 |
| (2) Carrying out research on key technologies of mobile IoT. On the basis of the application environment and business needs in different vertical industries, research on network slicing, edge computing, high-precision positioning, intelligent sensing, security chips, miniaturized low-power intelligent instruments, cross-domain collaboration, and other emerging key technologies shall be mainly strengthened, and relevant experiments shall be carried out. | | 2.开展移动物联网关键技术研究。面向不同垂直行业应用环境和业务需求，重点加强网络切片、边缘计算、高精度定位、智能传感、安全芯片、小型化低功耗智能仪表、跨域协同等新兴关键技术研究，并开展相关试验。 |
