| The branches and foreign exchange administrative departments of the State Administration of Foreign Exchange (“SAFE”) in the provinces (or autonomous regions or municipalities directly under the Central Government) including Tianjin, Liaoning, Shanghai, Jiangsu, Shandong, Hubei, Guangdong, Sichuan, Shaanxi, Beijing, Chongqing, Hebei, Heilongjiang, Zhejiang, Fujian, Henan, Guangxi, Hainan and Yunnan; and the SAFE branches in Shenzhen, Dalian, Qingdao and Xiamen: | | 国家外汇管理局天津、辽宁、上海、江苏、山东、湖北、广东、四川、陕西、北京、重庆、河北、黑龙江、浙江、福建、河南、广西、海南、云南省（自治区、直辖市）分局、外汇管理部，深圳、大连、青岛、厦门市分局： |
For the purposes of further advancing the optimization of business environment and promoting trade and investment liberalization and facilitation, in accordance with the Notice by the State Council of Launching the Pilot Program for the Reform of “Separating Operating Permits from Business Licenses” in All Pilot Free Trade Zones (No. 25 [2019], State Council), the SAFE shall launch the pilot program of canceling certain application materials for administrative licensing items regarding foreign exchange administration in all pilot free trade zones across the country. You are hereby notified of relevant measures as follows:
