| For the purposes of implementing the major decisions and arrangements of the CPC Central Committee and the State Council on the prevention and control of Novel Coronavirus Pneumonia (“NCP”) infection, resolutely fighting the battle against the epidemics, and ensuring that quality certification work during the prevention and control can be fulfilled in a steady and orderly manner, the opinions are hereby offered as follows: | | 为贯彻落实党中央、国务院关于新型冠状病毒感染肺炎疫情防控工作的重大决策部署，坚决打赢疫情防控阻击战，确保疫情防控期间质量认证工作平稳有序顺利实施，现提出如下意见。 |
| I. Optimizing the certification process and controlling the risks in quality certification | | 一、优化认证流程，控制认证风险 |
| During the prevention and control, certification institutions shall ensure compliant, effective and sustained certification activities, and, in light of their actual conditions and capabilities of risk control, improve and adjust certification measures in a reasonable manner, including but not limited to the following measures: | | 疫情防控期间，认证机构要在确保认证活动合规、有效、可持续的同时，结合自身实际及风险控制能力，对认证实施作出合理优化调整，具体可包括但不限于以下措施： |
| 1. Certification institutions shall take proper steps to provide enterprises (particularly micro and small-sized enterprises) with online application for certification and online acceptance of application, inquiry and reply, communication and improvement, and other services and functions. | | （一）认证机构应采取合理方式，向认证企业（尤其是中小微企业）提供线上认证申请受理、咨询释疑、沟通整改等服务功能。 |
2. Certification institutions may, according to the epidemic situation and the actual conditions of enterprises, select proper ways to complete the process of examination and factory inspection (including initial certification audit and factory inspection, supervision review and inspection, and re-certification audit), assess the relevant results or conduct further on-site examination and factory inspection after the epidemic situation is eliminated.
