| Since the beginning of this year, the departments of land and resources at all levels have thoroughly implemented the arrangements in a series of documents including the Several Opinions of the State Council on Promoting the Stabilization and Upswing of Foreign Trade (No. 27 [2016], State Council) and vigorously supported the shift of processing trade to central and western China, with satisfactory initial results. For land use policies to further play their important role in promoting the steady growth and structural adjustment of foreign trade, you are hereby notified of the relevant matters as follows: | | 今年以来，各级国土资源主管部门认真贯彻落实《国务院关于促进外贸回稳向好的若干意见》(国发[2016]27号)等系列文件部署，积极支持加工贸易向中西部地区转移，取得了初步成效。为进一步发挥用地政策促进外贸稳增长调结构的重大作用，现就有关事宜通知如下： |
I. Thoroughly implementing land use policies for the processing trade sector and promoting the gradient transfer of the processing trade sector. The departments of land and resources at all levels shall, when preparing and issuing their annual land use plans, give priority to assigning planed land use quotas to regions and clusters with a rapid development of the processing trade sector, particularly central and western China and underdeveloped regions. The departments of land and resources at the city and county levels shall, when preparing their state-owned construction land supply plans, take the initiative to consult with the departments regulating the process trade sector, and according to the actual demand of the local processing trade sector for land use, give priority to supplying land to the processing trade sector. Support shall be given to all provinces (autonomous regions and municipalities) in taking the processing trade sector as a development priority, and for industrial projects with the intensive use of land, the land price management policies in the Notice of the Ministry of Land and Resources on Adjusting the Polices for Implementing the Minimum Land Assignment Fee Rates for Industrial Land (No. 56 [2009], MLR) shall apply.
．．．．．． | | 一、深入落实加工贸易产业用地政策，促进加工贸易产业梯度转移。各级国土资源主管部门在编制下达土地利用年度计划时，对加工贸易产业发展较快的地区和集聚区，特别是中西部地区和欠发达地区，要优先安排用地计划指标。市、县国土资源主管部门编制国有建设用地供应计划时，应主动商加工贸易产业主管部门，根据当地加工贸易产业用地实际需求，优先安排土地供应。支持各省(区、市)将加工贸易产业作为优先发展产业，对用地集约的工业项目，执行《国土资源部关于调整工业用地出让金最低价标准实施政策的通知》(国土资发[2009]56号)地价管理政策。
