| Chapter I General Provisions | | 第一章 总则 |
| Article 1 These Measures are developed in accordance with the Soil Pollution Prevention and Control Law of the People's Republic of China and other laws and administrative regulations for the purposes of preventing and controlling the pollution of agricultural film, strengthening the supervision and administration of agricultural film, and protecting and improving the agricultural ecological environment. | | 第一条 为了防治农用薄膜污染，加强农用薄膜监督管理，保护和改善农业生态环境，根据《中华人民共和国土壤污染防治法》等法律、行政法规，制定本办法。 |
| Article 2 For the purposes of these Measures, “agricultural film” means the mulch film and greenhouse film used for farming. | | 第二条 本办法所称农用薄膜，是指用于农业生产的地面覆盖薄膜和棚膜。 |
| Article 3 These Measures shall apply to the production, sale, use, recycling, and reuse of agricultural film as well as the supervision and administration thereof. | | 第三条 农用薄膜的生产、销售、使用、回收、再利用及其监督管理适用本办法。 |
| Article 4 Local people's governments at all levels shall be responsible for preventing and controlling the pollution from agricultural film in their respective administrative areas, and organize, coordinate and supervise relevant departments in legally performing their duties of supervision and administration with respect to the prevention and control of pollution from agricultural film. | | 第四条 地方各级人民政府依法对本行政区域农用薄膜污染防治负责，组织、协调、督促有关部门依法履行农用薄膜污染防治监督管理职责。 |
| Article 5 The departments of agriculture and rural affairs of the people's governments at or above the county level shall be responsible for supervising and administering the use and recycling of agricultural film and guide the building of the system for recycling agricultural film. | | 第五条 县级以上人民政府农业农村主管部门负责农用薄膜使用、回收监督管理工作，指导农用薄膜回收利用体系建设。 |
| The departments of industry and information technology of the people's governments at or above the county level shall be responsible for the guidance of agricultural film production. | | 县级以上人民政府工业和信息化主管部门负责农用薄膜生产指导工作。 |
| The departments of market regulation of the people's governments at or above the county level shall be responsible for supervising and administering the quality of agricultural film products. | | 县级以上人民政府市场监管部门负责农用薄膜产品质量监督管理工作。 |
| The departments of the ecological environment at or above the county level shall be responsible for supervising and administering the environmental pollution prevention and control during the recycling and reuse of agricultural film. | | 县级以上生态环境主管部门负责农用薄膜回收、再利用过程环境污染防治的监督管理工作。 |
| Article 6 The production, sale, or use of agricultural films that are explicitly prohibited by the state or do not meet the mandatory national standards shall be prohibited. The production and use of biodegradable agricultural film shall be encouraged and supported. | | 第六条 禁止生产、销售、使用国家明令禁止或者不符合强制性国家标准的农用薄膜。鼓励和支持生产、使用全生物降解农用薄膜。 |

| Article 7 Agricultural film producers shall implement the requirements of the national regulations on the agricultural film industry and perform relevant standards for agricultural film to ensure product quality. | | 第七条 农用薄膜生产者应当落实国家关于农用薄膜行业规范的要求，执行农用薄膜相关标准，确保产品质量。 |
Article 8 Agricultural film producers shall add a recognizable corporate logo to each roll of mulch film and each linear meter of greenhouse film to facilitate product traceability and market regulation.
