| Chapter I : General Provisions | | 第一章 总则 |
| |
|
| Article 1 These Regulations are formulated for the purposes of strengthening the administration of drawing and publishing maps, ensuring the quality of maps drawn and published, maintaining the sovereignty, security and interests of the State, and serving economic construction, social development and people's lives. | | 第一条 为了加强地图编制出版管理，保证地图编制出版质量，维护国家的主权、安全和利益，为经济建设、社会发展和人民生活服务，制定本条例。 |

| Article 2 These Regulations shall apply to the drawing and publication of all kinds of public ordinary and specialized maps. | | 第二条 本条例适用于各种公开的普通地图和专题地图的编制和出版。 |
| |
|
| Article 3 The drawing and publication of maps must abide by the laws and regulations on confidentiality. | | 第三条 编制出版地图，必须遵守保密法律、法规。 |
Public maps may not show any State secrets or internal matters. | |
公开地图不得表示任何国家秘密和内部事项。 |

| Article 4 The competent department of surveying and mapping administration of the State Council shall be in charge of the nationwide work of drawing maps. Other relevant departments of the State Council shall, according to the division of duties as stipulated by the State Council, be responsible for the administration of the work of drawing specialized departmental maps. The publication administration department of the State Council shall, in consultation with the competent department of surveying and mapping administration of the State Council, be responsible for the work of publishing maps throughout the country. | | 第四条 国务院测绘行政主管部门主管全国的地图编制工作。国务院其他有关部门按照国务院规定的职责分工，负责管理本部门专题地图的编制工作。国务院出版行政管理部门商国务院测绘行政主管部门，负责管理全国的地图出版工作。 |
The department responsible for the work of map drawing and publication of the province, autonomous region or municipality directly under the Central Government and its duties shall be specified by the people's government of the province, autonomous region or municipality directly under the Central Government. | |
省、自治区、直辖市人民政府负责管理地图编制出版工作的部门及其职责，由省、自治区、直辖市人民政府规定。 |
The administration of the drawing of military maps and sea charts shall be carried out according to the provisions of the State Council and the Central Military Commission. | |
军用地图和海图的编制管理，按照国务院、中央军事委员会的规定执行。 |

| Chapter II : Administration of Map Drawing | | 第二章 地图编制管理 |
| |
|
| Article 5 Anyone who draws up ordinary maps must have relevant surveying and mapping qualifications in accordance with the provisions of the Surveying and Mapping Law of the People's Republic of China. | | 第五条 编制普通地图的，依照《中华人民共和国测绘法》的规定，必须取得相应的测绘资格。 |
Anyone who must directly carry out a survey to draw up specialized maps must have relevant surveying and mapping qualifications in accordance with the provisions of the Surveying and Mapping Law of the People's Republic of China. | |
编制专题地图，需要直接进行测绘的，依照《中华人民共和国测绘法》的规定，必须取得相应的测绘资格。 |

| Article 6 When a map contains the national boundaries of the People's Republic of China, the historical Chinese boundaries or the boundaries of each country in the world, the following provisions shall be complied with: | | 第六条 在地图上绘制中华人民共和国国界、中国历史疆界、世界各国国界，应当遵守下列规定： |
| |
|
| (1) The national boundaries of the People's Republic of China shall be drawn in accordance with the boundary treaties, agreements, protocols and appended maps which have been signed by both the People's Republic of China and the neighboring countries concerned; in cases where the People's Republic of China has not signed a boundary treaty with the neighboring country concerned, the national boundaries shall be drawn according to the national boundaries on standardized maps of the People's Republic of China; | | （一）中华人民共和国国界，按照中华人民共和国同有关邻国签订的边界条约、协定、议定书及其附图绘制；中华人民共和国尚未同有关邻国签订边界条约的界段，按照中华人民共和国地图的国界线标准样图绘制； |

| (2) The historical Chinese boundaries during the period from 1840 to the founding of the People's Republic of China shall be drawn according to the historical boundaries on standardized maps; before 1840, the Chinese boundaries shall be drawn based on relevant historical data and according to the actual historical boundaries; | | （二）中国历史疆界，１８４０年至中华人民共和国成立期间的，按照中国历史疆界标准样图绘制；１８４０年以前的，依据有关历史资料，按照实际历史疆界绘制； |

| (3) The boundaries of each country in the world shall be drawn according to the standardized maps of the boundaries between the countries of the world; historical boundaries of each country in the world shall be drawn based on relevant historical data and according to the actual historical boundaries. | | （三）世界各国国界，按照世界各国间边界标准样图绘制；世界各国间的历史疆界，依据有关历史资料，按照实际历史疆界绘制。 |
The standardized maps showing the national boundaries of the People's Republic of China, historical Chinese boundaries and the boundaries between the countries of the world shall be drawn by the Ministry of Foreign Affairs and the competent department of surveying and mapping administration of the State Council, and submitted to the State Council for approval and promulgation. | |
中华人民共和国地图的国界线标准样图、中国历史疆界标准样图、世界各国间边界标准样图，由外交部和国务院测绘行政主管部门制定，报国务院批准发布。 |

| Article 7 When a map contains the boundaries of the administrative divisions between provinces, autonomous regions or municipalities directly under the Central Government of the People's Republic of China, the following provisions shall be complied with: | | 第七条 在地图上绘制中华人民共和国省、自治区、直辖市行政区域界线，应当遵守下列规定： |

|
| (1) The boundaries which have been delimited by the State Council, or have been decided through consultation by the people's governments of neighboring provinces, autonomous regions or municipalities directly under the Central Government shall be drawn in accordance with the methods on boundary - drawing as determined by relevant documents or agreements; | | （一）国务院已经划定界线的，或者相邻省、自治区、直辖市人民政府已经协商确定界线的，按照有关文件或者协议确定的界线画法绘制； |
| |
|
| (2) If the people's governments of neighboring provinces, autonomous regions or municipalities directly under the Central Government have not come to any agreement on boundaries but the boundary lines as drawn on the maps belonging to both parties are consistent and without any disputes, the boundaries shall be drawn according to the methods on boundary - drawing on the maps belonging to both parties; | | （二）相邻省、自治区、直辖市人民政府虽未就界线划分签订协议，但是双方地图上界线绘制一致，并且无争议的，按照双方地图上绘制一致的界线画法绘制； |

|
| (3) If there are any disputes over the delimitation of boundaries between the people's governments of neighboring provinces, autonomous regions or municipalities directly under the Central Government, and the boundary lines as drawn on the maps belonging to both parties are not consistent, the boundaries shall be drawn according to the standard specimen maps of the administrative division between the provinces, autonomous regions or municipalities directly under the Central Government, which have been drawn up by the competent department of surveying and mapping administration of the State Council and the civil administration organ of the State Council and which have been submitted to the State Council for approval and promulgation. | | （三）相邻省、自治区、直辖市人民政府对界线划分有争议，并且双方地图上界线绘制不一致的，按照国务院测绘行政主管部门和国务院民政部门制定并报国务院批准发布的省、自治区、直辖市行政区域界线标准画法图绘制。 |

| Article 8 When a map is drawn up, the provisions of the State concerning the content representation of maps shall be complied with. | | |
| |
|
| Article 9 When a map is drawn up, the following requirements shall be satisfied: | | 第九条 编制地图，应当符合下列要求： |

(1) The latest map data shall be adopted as the basis for drawing the map, and any changes in the current situation shall be timely supplemented or altered;
