| As the key infrastructure for constructing comprehensive connection of people, machines, and things under the industrial environment, industrial Internet networks may realize ubiquitous connection of total industrial elements of industrial research and development, design, production, sales, management, and services, among others, and are of significance for promoting the open flow and in-depth integration of industrial data, advancing the optimized integration and efficient configuration of industrial resources, and supporting the innovation, upgrading, promotion and popularization of industrial application. For the purposes of implementing the Guiding Opinions of the State Council on Deepening the “Internet plus Advanced Manufacturing Industry” and Developing the Industrial Internet,” and accelerating the construction and promotion of the industrial Internet network infrastructure, these Guidelines are developed. | | 工业互联网网络是构建工业环境下人、机、物全面互联的关键基础设施，通过工业互联网网络可以实现工业研发、设计、生产、销售、管理、服务等产业全要素的泛在互联，对于促进工业数据的开放流动与深度融合、推动工业资源的优化集成与高效配置、支撑工业应用的创新升级与推广普及具有重要意义。为贯彻落实《国务院关于深化“互联网＋先进制造业”发展工业互联网的指导意见》，加快工业互联网网络基础设施建设及推广，制定本指南。 |

| In 2020, a relatively perfect top-level design for industrial Internet networks shall be formed, and an industrial Internet infrastructure and technological industrial system shall be initially established. First, benchmark Internet network for industrial Internet enterprises meeting the test and commercial needs shall be constructed, Internet network infrastructure of enterprises that is applicable to industrial Internet, that is characterized by high reliability, wide coverage, large bandwidth and customizability, and that supports Internet Protocol Version 6 (IPv6) shall be initially established; and a group of benchmark intranet networks for industrial Internet enterprises shall be constructed, a typical model for the construction and transformation of intranet of enterprises shall be formed, and the construction and upgrading of intranet of more than 100 enterprises shall be completed. Second, an open public service platform that integrates network technology innovation, standard development, test and certification, application demonstration, industry promotion, and international cooperation, among others, shall be established; and industrial Internet network testing environments for a group of key technologies and key industries shall be built, more than 20 network technological innovation and industry application test beds shall be constructed, and an industrial Internet network innovation base shall be initially formed. Third, an advanced and systematic industrial Internet network technology system and standard system shall be formed, a group of industrial Internet application innovation demonstration projects shall be formed in the network field, an industrial Internet network transformation evaluation and certification mechanism shall be established, and a network technology industry ecology that adapts to the development of industrial Internet shall be formed. Fourth, an industrial Internet logo analysis system shall be initially established, a group of secondary industry-oriented or regional logo analysis nodes and public recursive nodes shall be formed, the measures for the administration of logo registration and analysis shall be developed and improved, and the logo registration volume shall exceed 2 billion. | | 到2020年，形成相对完善的工业互联网网络顶层设计，初步建成工业互联网基础设施和技术产业体系。一是建设满足试验和商用需求的工业互联网企业外网标杆网络，初步建成适用于工业互联网高可靠、广覆盖、大带宽、可定制的支持互联网协议第六版（IPv6）的企业外网络基础设施；建设一批工业互联网企业内网标杆网络，形成企业内网络建设和改造的典型模式，完成100个以上企业内网络建设和升级。二是建成集成网络技术创新、标准研制、测试认证、应用示范、产业促进、国际合作等功能的开放公共服务平台；建成一批关键技术和重点行业的工业互联网网络实验环境，建设20个以上网络技术创新和行业应用测试床，初步形成工业互联网网络创新基地。三是形成先进、系统的工业互联网网络技术体系和标准体系，在网络领域建成一批工业互联网应用创新示范项目，建立工业互联网网络改造评估认证机制，构建适应工业互联网发展的网络技术产业生态。四是初步构建工业互联网标识解析体系，建设一批面向行业或区域的标识解析二级节点以及公共递归节点，制定并完善标识注册和解析等管理办法，标识注册量超过20亿。 |

| The Ministry of Industry and Information Technology (“MIIT”) shall, in conjunction with the standardization management institution of the state, strengthen the top-level design and overall planning and coordination of the standard system for industrial Internet networks, fully maximize the advantages of the Alliance of Industrial Internet and the standardization institutions and industry associations in the fields of industry, electronic information and communication, accelerate the research and development of industrial Internet network standards by relying on enterprises, scientific research institutions, colleges and universities, among others. Local industry and information technology departments and communications administrations shall actively promote the application and promotion of industrial Internet network standards in enterprises. | | 工业和信息化部会同国家标准化管理机构加强工业互联网网络标准体系的顶层设计和统筹协调，充分发挥工业互联网产业联盟及工业、电子信息、通信等领域标准化机构和行业协会优势，依托企业、科研机构和高校等加快研制工业互联网网络标准。地方工业和信息化主管部门、通信管理部门积极推动工业互联网网络标准在企业中的应用与推广。 |

First, the key technical standards for overall logo analysis architecture, data management, distributed registration, trusted analysis, multi-source heterogeneous information management, and interoperability of logo data, among others, shall be developed. Second, a large-scale basic technology innovation and test verification environment shall be created, safe and controllable labels, readers, middleware and other key hardware and software equipment for logo access shall be created, and logo registration, logo analysis, logo research and other key technical test verification services shall be provided.
