| Chapter I General Provisions | | 第一章 总则 |
| Article 1 For the purpose of strengthening the administration of disinfection, preventing and controlling the dissemination of infectious diseases, and guaranteeing human health, these Measures are developed, in accordance with the relevant provisions of the Law of the People's Republic of China on Prevention and Treatment of Infectious Diseases and the Implementation Measures thereof. | | 第一条 为了加强消毒管理，预防和控制感染性疾病的传播，保障人体健康，根据《中华人民共和国传染病防治法》及其实施办法的有关规定，制定本办法。 |
| Article 2 These Measures shall apply to medical and health institutions, disinfection service institutions, as well as entities and individuals carrying out production and business activities of disinfection products. | | 第二条 本办法适用于医疗卫生机构、消毒服务机构以及从事消毒产品生产、经营活动的单位和个人。 |
| The administration of other places and items for which disinfection is required shall also be governed by these Measures. | | 其他需要消毒的场所和物品管理也适用于本办法。 |
| Article 3 The State Health and Family Planning Commission (“NHFPC”) shall be in charge of the supervision and administration of disinfection in all localities. | | 第三条 国家卫生计生委主管全国消毒监督管理工作。 |
| Competent public health institutions of railway and transport departments shall be responsible for the supervision and administration of disinfection in the system under these Measures. | | 铁路、交通卫生主管机构依照本办法负责本系统的消毒监督管理工作。 |
| Chapter II Sanitation Requirements for Disinfection | | 第二章 消毒的卫生要求 |
| Article 4 The medical and health institutions shall establish disinfection administration organizations, develop rules on the administration of disinfection, implement relevant norms, standards and regulations of the state, and carry out disinfection and sterilization effect testing on a regular basis. | | 第四条 医疗卫生机构应当建立消毒管理组织，制定消毒管理制度，执行国家有关规范、标准和规定，定期开展消毒与灭菌效果检测工作。 |
| Article 5 Staff members of medical and health institutions shall receive training on disinfection technology, acquire knowledge of disinfection, and strictly implement the rules on disinfection and isolation according to the provisions. | | 第五条 医疗卫生机构工作人员应当接受消毒技术培训、掌握消毒知识，并按规定严格执行消毒隔离制度。 |
| Article 6 Medical supplies used by medical and health institutions to enter human tissues or sterile organs shall meet the requirements for sterilization. A variety of injection, puncture, and blood collection equipment shall be used once for only one person after sterilization. Equipment and supplies that contact with skin and mucous membranes shall satisfy the disinfection requirements. | | 第六条 医疗卫生机构使用的进入人体组织或无菌器官的医疗用品必须达到灭菌要求。各种注射、穿刺、采血器具应当一人一用一灭菌。凡接触皮肤、粘膜的器械和用品必须达到消毒要求。 |
| Disposable medical supplies used by medical and health institutions shall be subject to innocuous disposal in a timely manner after use. | | 医疗卫生机构使用的一次性使用医疗用品用后应当及时进行无害化处理。 |
| Article 7 To purchase disinfection products, medical and health institutions shall develop and implement the rules on purchase inspection and acceptance. | | 第七条 医疗卫生机构购进消毒产品必须建立并执行进货检查验收制度。 |
| Article 8 The environment and articles of medical and health institutions shall comply with the relevant norms, standards, and regulations of the state. Discharge of waste water and sewage shall be subject to innocuous disposal under the relevant provisions. Vehicles and tools carrying infectious diseases and their contaminated articles shall be disinfected. | | 第八条 医疗卫生机构的环境、物品应当符合国家有关规范、标准和规定。排放废弃的污水、污物应当按照国家有关规定进行无害化处理。运送传染病病人及其污染物品的车辆、工具必须随时进行消毒处理。 |
| Article 9 In the event of an outbreak or epidemic of an infectious disease, medical and health institutions shall report to the local administrative department of health and family planning in a timely manner and take effective disinfection measures. | | 第九条 医疗卫生机构发生感染性疾病暴发、流行时，应当及时报告当地卫生计生行政部门，并采取有效消毒措施。 |
| Article 10 Fur under processing, sale, and transport that is contaminated by an infectious disease pathogen or comes from an epidemic area and may be contaminated by an infectious disease pathogen shall be disinfected. | | 第十条 加工、出售、运输被传染病病原体污染或者来自疫区可能被传染病病原体污染的皮毛，应当进行消毒处理。 |
| Article 11 Nurseries and kindergartens shall improve and implement the disinfection administration system, and regularly disinfect indoor air, tableware (drink ware), towels, toys and other places for children's activities, and articles in contact with children. | | 第十一条 托幼机构应当健全和执行消毒管理制度，对室内空气、餐（饮）具、毛巾、玩具和其他幼儿活动的场所及接触的物品定期进行消毒。 |
| Article 12 Entities and individuals that lease and wash clothes shall disinfect relevant articles and places. | | 第十二条 出租衣物及洗涤衣物的单位和个人，应当对相关物品及场所进行消毒。 |
| Article 13 Entities that engage in pathogenic microorganism experiments shall implement relevant administration rules and operating procedures, and disinfect experimental equipment, contaminated articles, and other articles under the provisions, to prevent laboratory infection and the spread of pathogenic microorganisms. | | 第十三条 从事致病微生物实验的单位应当执行有关的管理制度、操作规程，对实验的器材、污染物品等按规定进行消毒，防止实验室感染和致病微生物的扩散。 |
| Article 14 Articles in contact with remains and vehicles carrying remains in funeral parlors and crematoriums shall be disinfected in a timely manner. | | 第十四条 殡仪馆、火葬场内与遗体接触的物品及运送遗体的车辆应当及时消毒。 |
| Article 15 Entities employing more than 200 migrant workers shall disinfect the places where migrant workers live together and the articles used by them on a regular basis. | | 第十五条 招用流动人员200人以上的用工单位，应当对流动人员集中生活起居的场所及使用的物品定期进行消毒。 |
| Article 16 Disinfection of focus of infection shall be governed by relevant norms, standards, and regulations of the state. | | 第十六条 疫源地的消毒应当执行国家有关规范、标准和规定。 |
| Article 17 The administration of disinfection of public places, food, drinking water, and blood products shall be governed by relevant laws and regulations. | | 第十七条 公共场所、食品、生活饮用水、血液制品的消毒管理，按有关法律、法规的规定执行。 |
| Chapter III Production and Business Operation of Disinfection Products | | 第三章 消毒产品的生产经营 |
| Article 18 Disinfection products shall comply with the relevant norms, standards, and regulations of the state. | | 第十八条 消毒产品应当符合国家有关规范、标准和规定。 |
| Article 19 The production of disinfection products shall comply with the relevant norms, standards, and regulations of the state. Disinfection products produced shall be subject to inspection. Disqualified products shall not leave the factories. | | 第十九条 消毒产品的生产应当符合国家有关规范、标准和规定，对生产的消毒产品应当进行检验，不合格者不得出厂。 |
Article 20 After obtaining a business license issued by the administrative department for industry and commerce, a production enterprise of disinfectant, disinfecting apparatus, and sanitation supplies shall also obtain a sanitary license issued by the provincial administrative department of health and family planning in its locality, before manufacturing disinfection products.
