| For the purpose of implementing the Opinions on Deepening the Reform on the Talent Development Systems and Mechanisms (No. 9 [2016], CPC Central Committee), some outstanding foreign university graduates without working experience are to be allowed to get employment in China. In accordance with the Provisions on the Administration of Foreign Nationals' Employment in China, you are hereby notified of the relevant matters as follows: | | 为贯彻落实《关于深化人才发展体制机制改革的意见》（中发〔2016〕9号），拟允许部分无工作经历的优秀外籍高校毕业生在华就业。按照《外国人在中国就业管理规定》，现就有关事项通知如下： |
| I. Scope of personnel | | 一、人员范围 |
| Foreign university graduates shall include foreign students who have obtained a master's degree or above from institutions of higher education within the territory of China and have graduated for less than one year, and foreign graduates who have obtained a master's degree or above from overseas well-known institutions of higher education and have graduated for less than one year. | | 外籍高校毕业生包括在中国境内高校取得硕士及以上学位且毕业一年以内的外国留学生，以及在境外知名高校取得硕士及以上学位且毕业一年以内的外籍毕业生。 |
