| As decided at the 7th session of the Standing Committee of the Fifteenth People's Congress of Shanghai Municipality, five local regulations including the Regulation of Shanghai Municipality on the Administration of River Courses are amended as follows: | | 上海市第十五届人民代表大会常务委员会第七次会议决定，对《上海市河道管理条例》等5件地方性法规作如下修改： |
| I. Amendments to the Regulation of Shanghai Municipality on the Administration of River Courses | | 一、对《上海市河道管理条例》的修改 |
| 1. Article 20 is amended to read: “A construction project within the scope of river courses' administration shall be subject to as-built inspection in accordance with the relevant laws and regulations of the state, and shall be subject to safety management by the municipal water administrative department or the district river course administrative department.” | | 1.将第二十条修改为：“河道管理范围内的建设项目，按照国家有关法律、法规，进行竣工验收，并应当服从市水行政主管部门或者区河道行政主管部门的安全管理。” |
| 2. Article 44 is amended to read: “Whoever violates Article 18, Article 19 or paragraph 1 of Article 30 of this Regulation shall be ordered to stop construction, take corrective action during a specified period or take other remedial measures, and may be fined not less than 1,000 yuan nor more than 50,000 yuan, by the municipal water affairs law-enforcement brigade or the district river course administrative department.” | | 2.将第四十四条修改为：“违反本条例第十八条、第十九条、第三十条第一款规定，由市水务执法总队或者区河道行政主管部门责令其停止施工，限期改正或者采取其他补救措施，并可处以一千元以上五万元以下的罚款。” |
| II. Amendments to the Regulation of Shanghai Municipality on Metrological Supervision and Administration | | 二、对《上海市计量监督管理条例》的修改 |
| 3. Article 3 is amended to read: “The municipal metrological administrative department shall take charge of the metrological supervision and administration of Shanghai Municipality and organizing the implementation of this Regulation. | | 3.将第三条修改为：“市计量行政部门负责本市的计量监督管理工作，组织实施本条例。 |
| “The district metrological administrative departments shall, under the leadership of the municipal metrological administrative department, take charge of the metrological supervision and administration within their respective administrative regions according to the division of their duties. | | “区计量行政部门在市计量行政部门的领导下，按照职责分工，负责本行政区域内的计量监督管理工作。 |
| “The law enforcement body of the municipal metrological administrative department shall impose administrative punishments as authorized by this Regulation.” | | “市计量行政部门的执法机构，按照本条例的授权实施行政处罚。” |
| 4. Paragraph 1 of Article 15 is deleted. | | 4.删去第十五条第一款。 |
| 5. Paragraph 1 of Article 18 is amended to read: “Shanghai Municipality promotes calibration activities for the traceability of measurement values of measurement instruments. Entities and individuals may, according to the needs of production and business operation, trace the measurement values independently or by selecting the measurement calibration institutions, for the measurement instruments other than those subject to compulsory verification.” | | 5.将第十八条第一款修改为：“本市推行计量器具量值溯源的校准活动。单位和个人根据生产经营需要，对强制检定以外的计量器具，可以自主进行量值溯源，或者选择计量校准机构进行量值溯源。” |
| 6. Article 22 is amended to read: “Shanghai Municipality promotes the metrological identification system for the trade of means of production.” | | 6.将第二十二条修改为：“本市推行生产资料交易计量鉴证制度。 |
| “Where any enterprise or public institution needs to conduct measurement in the trade of means of production, it may entrust a metrological identification institution with the measurement. | | “企业、事业单位进行生产资料交易需要计量的，可以委托计量鉴证机构进行计量。 |
“Where the government purchases bulk materials that need to be measured, it may entrust a metrological identification institution with the measurement.”
