At the invitation of President Hu Jintao of the People's Republic of China, President Nursultan Nazarbayev of the Republic of Kazakhstan paid a state visit to the People's Republic of China from 15 to 19 April 2009. During his visit, President Nazarbayev attended the Boao Forum for Asia Annual Conference 2009. 应中华人民共和国主席胡锦涛邀请,哈萨克斯坦共和国总统努尔苏丹?纳扎尔巴耶夫于2009年4月15日至19日对中华人民共和国进行国事访问。访问期间,纳扎尔巴耶夫总统出席博鳌亚洲论坛2009年年会。
President Hu Jintao of China and President Nazarbayev of Kazakhstan held formal talks in Beijing. Chairman Wu Bangguo of the Standing Committee of the National People's Congress and Premier Wen Jiabao of the State Council met with President Nazarbayev respectively during his visit. The two sides had in-depth exchange of views on China-Kazakhstan relations, tackling the international financial crisis and international and regional issues of mutual interest in a friendly atmosphere and a pragmatic spirit and reached broad agreement. 中国国家主席胡锦涛和哈萨克斯坦总统纳扎尔巴耶夫在北京举行正式会谈。访问期间,中国全国人民代表大会常务委员会委员长吴邦国和中国国务院总理温家宝分别同纳扎尔巴耶夫总统举行会见。双方在友好务实的气氛中就中哈关系、应对国际金融危机以及共同关心的国际和地区问题深入交换意见,达成广泛共识。
The two sides comprehensively reviewed and highly commended the growth of the bilateral relationship, and agreed that the establishment and development of China-Kazakhstan strategic partnership is conducive to peace, stability and development of the two countries and the region. 双方全面回顾并高度评价双边关系发展成果,一致认为,中哈建立并发展战略伙伴关系有利于促进两国和本地区的和平、稳定和发展。
The two sides reaffirmed their commitment to the Treaty on Good-Neighborliness, Friendship and Cooperation Between the People's Republic of China and the Republic of Kazakhstan signed on 23 December 2002, the Joint Statement on Establishing and Developing a Strategic Partnership Between the People's Republic of China and the Republic of Kazakhstan signed on 4 July 2005, and the Cooperation Strategy Between the People's Republic of China and the Republic of Kazakhstan for the 21st Century signed on 20 December 2006. 双方重申,遵循2002年12月23日签订的《中华人民共和国和哈萨克斯坦共和国睦邻友好合作条约》、2005年7月4日签订的《中华人民共和国和哈萨克斯坦共和国关于建立和发展战略伙伴关系的联合声明》和2006年12月20日签订的《中华人民共和国和哈萨克斯坦共和国21世纪合作战略》所规定的内容。
Given the shared aspiration to advance the China-Kazakhstan strategic partnership in an all-round way, the two sides made the following statement: 基于全面发展中哈战略伙伴关系的共同愿望,双方声明如下:
1. The two sides reiterated that to continue to deepen China-Kazakhstan strategic partnership represents a foreign policy priority of the two countries and serves the fundamental interests of the two countries and their peoples. The two sides will maintain and strengthen political dialogue at the top leaders' and senior officials' level and expand cooperation in trade and economy, energy, transportation, science and technology, cultural and people-to-people exchanges and other fields.   一、双方重申,进一步深化中哈战略伙伴关系是两国对外政策的优先方向,符合两国和两国人民的根本利益。双方将保持并加强高层和高级别政治对话,扩大经贸、能源、交通、科技、人文等领域合作。
2. The Kazakh side reiterated that Taiwan is an inalienable part of China, and the Government of the People's Republic of China is the sole legal government representing the whole of China. The Kazakh side opposes "Taiwan independence" in any form and supports China's peaceful reunification. The Chinese side highly appreciates the position of the Kazakh side.   二、哈方重申,台湾是中国不可分割的一部分,中华人民共和国政府是代表全中国的唯一合法政府。哈方反对任何形式的“台湾独立”,支持中国和平统一大业。中方对哈方立场表示高度赞赏。
3. The two sides agreed that economic cooperation and trade between the two countries have entered another important period for development. The two sides need to further enhance cooperation with greater efficiency and improve trade mix and cooperation mechanisms. The two sides will take active measures to ensure continued and steady growth of two-way trade and raise the total trade volume to a higher level. China supports Kazakhstan's accession to the World Trade Organization.   三、双方认为,当前,两国经贸合作进入新的重要发展时期。双方应进一步提高合作效率,优化贸易结构,完善合作机制。双方将采取积极措施,确保双边贸易继续稳步增长,将双边贸易额提到更高水平。中国支持哈萨克斯坦加入世界贸易组织。
4. The two sides stated that they will implement the Program for Economic Cooperation in the Non-resources Sector Between the Government of the People's Republic of China and the Government of the Republic of Kazakhstan signed on 18 August 2007 and the Plan for Implementation Measures of the Program for Economic Cooperation in the Non-resources Sector Between the Government of the People's Republic of China and the Government of the Republic of Kazakhstan signed on 9 April 2008 in a timely manner. The two sides agreed to push for the implementation of specific cooperation projects in machinery manufacturing, transportation infrastructure, power station construction, petrochemicals, processing, pharmaceuticals and other fields.

   四、双方表示,将及时落实2007年8月18日签订的《中华人民共和国政府和哈萨克斯坦共和国政府非资源经济领域合作规划》以及2008年4月9日签订的《中华人民共和国政府和哈萨克斯坦共和国政府非资源经济领域合作规划落实措施计划》。双方商定,将推动落实机械制造、交通基础设施、电站建设、石油化工、加工业、医药等领域具体合作项目。
