| The Request of the Shanghai Municipal Bureau of Quality and Technical Supervision for Instructions on Implementing a Pilot Program of the Reform of Production Licenses in China (Shanghai) Pilot Free Trade Zone (No. 107 [2016], Shanghai Municipal Bureau of Quality and Technical Supervision) has been received. Upon deliberation, the following official reply is hereby made: | | 《上海市质量技监局关于在上海自贸区开展生产许可证改革试点的请示》（沪质技监监〔2016〕107号）收悉。经研究，批复如下： |
I. You are hereby granted approval to first implement a pilot program of the reform of the production license system in China (Shanghai) Pilot Free Trade Zone. For products subject to a production license issued by a provincial quality and technology supervision department as the approving authority, an enterprise which has obtained the license may apply for renewal of the license three months before the expiry of the validity period of the production license; and if the enterprise provides a product quality random supervisory inspection report at or above the provincial level issued within one year which proves compliance of its products in the same unit, the enterprise may be exempted from inspection on products subject to the license.
