| Announcement on Regulating the Administration of the Registration of Cross-Border E-Commerce Payment Enterprises | | 关于规范跨境电子商务支付企业登记管理的公告 |
| For the purpose of further regulating the customs supervision over cross-border e-commerce, the following relevant matters concerning the verification of the qualifications of cross-border e-commerce payment enterprises are hereby announced: | | 为进一步规范海关跨境电子商务监管工作，现将验核跨境电子商务支付企业资质有关事项公告如下： |
I. From the date of issuance of this Announcement, cross-border e-commerce payment enterprises shall, when undergoing the registration or information registration formalities with the Customs, submit relevant qualification certificates. A banking institution that provides cross-border e-commerce payment services thereof shall submit the photocopy of the Financial License granted by the China Banking and Insurance Regulatory Commission or the former China Banking Regulatory Commission; and a non-bank payment institution shall submit the photocopy of the Payment Business License granted by the People's Bank of China, and the scope of payment business shall include “Internet payment.”
．．．．．． | | 一、自本公告发布之日起，跨境电子商务支付企业在向海关办理注册登记或信息登记手续时，应当提交相关资质证书。其中，提供跨境电子商务支付服务的银行机构提交中国银保监会或者原中国银监会颁发的《金融许可证》复印件；非银行支付机构提交中国人民银行颁发的《支付业务许可证》复印件，支付业务范围应当包括“互联网支付”。
