| The State Council hereby approves the establishment of the Inter-Ministerial Joint Meeting System for Improving and Promoting the Consumption System and Mechanism in which the National Development and Reform Commission takes the lead. The Joint Meeting shall neither have its own official seal nor officially issue documents. | For purposes of effectively implementing the Several Opinions of the CPC Central Committee and the State Council on Improving and Promoting the Consumption System and Mechanism to Further Stimulate the Consumption Potentiality of Residents, and strengthening the overall arrangements for coordinating the promotion of consumption, with the approval of the State Council, the Inter-Ministerial Joint Meeting System for Improving and Promoting the Consumption System and Mechanism (hereinafter referred to as the “Joint Meeting”) is hereby established. | | 为贯彻落实《中共中央 国务院关于完善促进消费体制机制进一步激发居民消费潜力的若干意见》，加强对促进消费工作的统筹协调，经国务院同意，建立完善促进消费体制机制部际联席会议（以下简称联席会议）制度。 |

| Under the leadership of the CPC Central Committee and the State Council, the Joint Meeting shall make overall arrangements to coordinate and promote the expansion and upgrading of household consumption, enhance the monitoring and analysis of the consumption situation, conduct research and offering the policies and recommendations on expanding consumption and annual arrangements for priority tasks, promote the implementation of policies and measures, coordinate and resolve problems encountered in the work, and complete other tasks assigned by the State Council. | | 在党中央、国务院领导下，统筹协调促进居民消费扩大升级工作，加强消费形势监测分析，研究提出扩消费政策建议和年度重点工作安排，推动政策措施落实，协调解决工作中遇到的问题，完成党中央、国务院交办的其他事项。 |
