| Announcement on Implementing the Implementation Opinions of the General Office of the State Council on Supporting the Domestic Sale of Goods Originally Produced for Export | | 市场监管总局关于贯彻落实《国务院办公厅关于支持出口产品转内销的实施意见》的公告 |
| For the purposes of implementing the Implementation Opinions of the General Office of the State Council on Supporting the Domestic Sale of Goods Originally Produced for Export (No. 16 [2020], General Office of the State Council), supporting the domestic sale of export-oriented products, helping foreign trade enterprises to overcome their difficulties, and providing quality and facilitative services for foreign trade enterprises, the relevant implementation measures are hereby announced as follows: | | 为贯彻落实《国务院办公厅关于支持出口产品转内销的实施意见》（国办发〔2020〕16号），支持出口产品开拓国内市场，帮助外贸企业纾困，向外贸企业提供优质便利服务，现就有关落实举措公告如下： |
| I. Accelerating the access of exporters to the domestic market | | 一、加快转内销市场准入 |
| 1. By the end of 2020, enterprises are allowed to sell their products in the form of self-declaration of conformance with compulsory national standards. Goods originally produced for export but sold in the domestic market shall comply with compulsory national standards. Except as otherwise provided for by laws and regulations, relevant enterprises may declare that their products conform with the compulsory national standards through the enterprise standards information public service platform, or in such forms as product manuals, ex-factory conformity certificates, and product packages. The State Administration for Market Regulation (“SAMR”) will disclose the full text of compulsory national standards in a timely manner, strengthen the interpretation of compulsory national standards and related supporting standards in key industries and fields, and conduct online publicity and implementation training. | | （一）2020年年底前，允许企业以自我声明符合强制性国家标准的方式进行销售。转内销产品应当符合强制性国家标准。相关企业可通过企业标准信息公共服务平台，或以产品说明书、出厂合格证、产品包装等形式对产品符合强制性国家标准作出声明，法律法规另有规定的从其规定。市场监管总局将及时公开强制性国家标准全文，加强重点行业领域强制性国家标准及相关配套标准解读，开展网络宣贯培训。 |
| 2. Fast tracks shall be created for approval of domestic production and sale of exported-oriented products. The approval services shall be optimized for goods originally produced for export but sold in the domestic market which are subject to the administration of production licenses for industrial products and the licensed access system for special equipment producers, and the process and the time limit thereof shall be streamlined and reduced. | | （二）开通国内生产销售审批快速通道。优化工业产品生产许可、特种设备生产单位许可准入制度管理的出口转内销产品审批服务，精简流程，压缩时限。 |
