On 12 April 2019, the 8th Summit of China and Central and Eastern European Countries (hereinafter referred to as "CEECs") was held in Dubrovnik, Croatia. Prime Minister Andrej Plenkovic of the Republic of Croatia, Premier Li Keqiang of the State Council of the People's Republic of China, Prime Minister of the Republic of Albania Edi Rama, Chairman of the Council of Ministers of Bosnia and Herzegovina Denis Zvizdic, Prime Minister of the Republic of Bulgaria Boyko Borissov, Prime Minister of the Czech Republic Andrej Babis, Prime Minister of the Republic of Estonia Juri Ratas, Prime Minister of Hungary Viktor Orban, Prime Minister of the Republic of Lithuania Saulius Skvernelis, Prime Minister of Montenegro Dusko Markovic, Prime Minister of the Republic of North Macedonia Zoran Zaev, Prime Minister of the Republic of Poland Mateusz Morawiecki, Prime Minister of Romania Viorica Dancila, Prime Minister of the Republic of Serbia Ana Brnabic, Prime Minister of the Slovak Republic Peter Pellegrini, Prime Minister of the Republic of Slovenia Marjan Sarec and Minister of Foreign Affairs of the Republic of Latvia Edgars Rinkevics attended the Summit. They expressed appreciation and gratitude to Croatia for the efforts it had made as the host country to ensure the success of the Summit. The Participants reviewed the results of the cooperation between China and CEECs (hereinafter referred to also as "16+1 Cooperation") and hold that the Sofia Guidelines for Cooperation between China and Central and Eastern European Countries are being implemented in an effective manner. 16+1 Cooperation has proven to be a pragmatic and useful platform for promoting cooperation between China and CEECs. 与会各方回顾中国-中东欧国家合作(以下简称“16+1合作”)取得的成绩,认为《中国-中东欧国家合作索非亚纲要》正得到有效执行。“16+1合作”已被证明是促进中国与中东欧国家合作的务实、有益平台。
The Participants hold that 16+1 Cooperation is an embodiment of the 17 countries jointly supporting the development of a sustainable and open world economy, and a rules-based multilateral trading system with the World Trade Organization (WTO) at its core. The Participants reaffirm their commitment to uphold the UN Charter and international law, the three pillars of the UN and transparency, inclusiveness, fairness, justice and pragmatism. The Participants express their commitment to fight corruption and bribery in all their forms. The Participants are determined to promote economic globalization, help realize the Agenda 2030 for Sustainable Development, and encourage full implementation of the Paris Agreement. 与会各方认为,“16+1合作”是17国共同支持开放、可持续的世界经济和以规则为基础、以世界贸易组织为核心的多边贸易体制的体现。各方重申将遵守《联合国宪章》、国际法和联合国三大支柱及透明、包容、公平、公正、务实原则。各方表示将致力于打击各种形式的腐败和贿赂行为。各方决心推进经济全球化,助力实现2030年可持续发展议程,鼓励全面落实《巴黎协定》。
The Participants will provide a fair and just environment and a level playing field for foreign companies doing business in their own countries by upholding the principles of mutual respect, mutual benefit and fair competition. 与会各方将秉持相互尊重、互利和公平竞争原则,为外国公司在本国投资兴业提供公平、公正的环境。
The Participants underline that 16+1 Cooperation constitutes an important part of Europe-China relationship and complements the EU-China Comprehensive Strategic Partnership and the EU-China 2020 Strategic Agenda for Cooperation. They reaffirm their commitment to deepening their partnership for peace, growth, reform and civilization. In this respect, the Participants support the early conclusion of an ambitious EU-China Comprehensive Agreement on Investment. The Participants recognize the importance of the Belt and Road Initiative and the EU Strategy on Connecting Europe and Asia and welcome forging synergies between them. The Participants express their willingness to conduct cooperation using the opportunities provided by the Initiative and the Strategy, which for the EU Member States would also complement relevant EU initiatives. 与会各方强调,“16+1合作”是中欧关系的重要组成部分和中欧全面战略伙伴关系与《中欧合作2020战略规划》的有益补充。与会各方重申致力于深化中欧和平、增长、改革、文明伙伴关系。为此,与会各方支持中国和欧盟尽早缔结有雄心的全面投资协定。与会各方认识到“一带一路”倡议和欧盟欧亚互联互通战略的重要性,并欢迎二者对接。与会各方愿利用“一带一路”倡议和欧盟欧亚互联互通战略提供的机遇开展合作。欧盟成员国将推动合作为相关欧盟倡议提供补充。
The Participants, acting upon the spirit of the Suzhou Medium Term Agenda and past Summit Guidelines, formulate and issue the Dubrovnik Guidelines for Cooperation between China and Central and Eastern European Countries with "Building new bridges through openness, innovation and partnership" as its theme, giving direction for the future development of 16+1 Cooperation. 与会各方本着苏州《中国-中东欧国家合作中期规划》和领导人会晤系列纲要精神,围绕“搭建开放、创新、伙伴之桥”主题,制定和发表《中国-中东欧国家合作杜布罗夫尼克纲要》,为“16+1合作”未来发展指明方向。
The Participants will conduct cooperation in accordance with national laws and regulations. EU Member States will conduct cooperation in accordance with EU law and policies. Institutions cooperating within the framework of 16+1 Cooperation will also conduct cooperation in the same spirit. 与会各方将按照各自国内法律法规开展合作。欧盟成员国将按照欧盟法律法规和政策开展合作。参与16+1框架下合作的机构亦将据此开展合作。
1. The Participants support China in hosting the 9th China-CEEC Summit in 2020.   一、与会各方支持2020年在中国举办第九次中国-中东欧国家领导人会晤。
2. Strengthening China-CEEC planning and coordination   二、规划与协调
(1) The Participants affirm the important role of the Suzhou Medium Term Agenda and will continue to implement it, according to their respective needs and priorities. In order to promote 16+1 Cooperation, the Participants recognize the need to formulate a new Agenda in due course. (一)与会各方肯定苏州《中国-中东欧国家合作中期规划》的重要作用,将根据各自需求和重点继续落实《中期规划》。为深化“16+1合作”,与会各方认为有必要适时制定新的合作规划。
(2) The China-CEEC National Coordinators' Meetings will be held respectively in China and in one of CEECs in 2020. (二)2020年将分别在中国和中东欧一国举行16+1国家协调员会议。
(3) The Participants recognize the need to conduct a review of cooperation mechanisms and meetings developed within the 16+1 framework, and the results achieved to ensure efficient use of administrative resources of Participants and a more focused, result oriented approach, including updating the existing and planned China-CEEC cooperation platforms with the perspective to be discussed during the next National Coordinators' meetings. (三)与会各方认识到有必要对现有的“16+1合作”机制和会议及其成果进行回顾,包括完善现有和拟议中的16+1合作平台,以高效利用成员国的行政资源,让合作更有针对性,更注重结果导向。相关事项应在以后的国家协调员会议上予以讨论。
(4) The Participants welcome Greece joining as a full-fledged participant of China-CEEC Cooperation. (四)与会各方欢迎希腊作为正式成员加入中国-中东欧国家合作。
(5) The Participants are willing to conduct consultations at National Coordinators' meetings on procedures for future enlargement. (五)与会各方愿在国家协调员会议上对未来扩员程序进行磋商。
(6) The Participants welcome the potential involvement of observers and other third countries and institutions on the basis of prior consultations and consensus by all Participants. (六)与会各方在充分协商一致基础上欢迎观察员和其他第三方视情参与16+1相关活动。
(7) The Participants positively comment efforts of China and CEECs to establish coordination mechanisms in different fields under the framework of 16+1 Cooperation and encourage prior notification and consultations. (七)与会各方积极评价中国和中东欧国家在“16+1合作”各领域建立协调机制的努力,鼓励在建立有关机制前进行通报和协商。
3. Connectivity   三、互联互通
(1) In the spirit of the Belt and Road Initiative and the EU Strategy on Connecting Europe and Asia, in compliance with international and European standards, where or as applicable, the Participants will continue to step up their cooperation with third countries to promote digital economy, efficient transport connectivity and smart, sustainable, safe and secure mobility. The aforementioned refers in particular to the Investment Plan for Europe, the Trans-European Transport Networks (TEN-T) and their extensions to the Western Balkans and relevant neighborhood initiatives. The Participants will continue to contribute to the work under the EU-China Connectivity Platform and explore the integrated transportation corridors between China and Europe in order to make intermodal transport more accessible to potential users. (一)与会各方将本着“一带一路”倡议和欧盟欧亚互联互通战略精神,并在适用的情况下遵守国际和欧洲标准,继续提升与第三国在推动数字经济、确保有效互联互通和实现智慧、可持续和安全流动性方面开展合作,特别是在欧洲投资计划、泛欧交通网络及其西巴尔干延长线和相关地区倡议方面开展合作。与会各方将继续支持中欧互联互通平台框架并探索在中欧间构建综合交通走廊,以使潜在使用者更加便捷地分享多式联运。
(2) The Participants are willing to promote railway projects cooperation in line with respective laws and regulations and through consultations, in particular by strengthening exchanges and cooperation on railway planning, railway organization development, management, technology development, logistics and freight terminal construction, and related human resource management with the aim to enhance the use of modern, safe and environmentally friendly technologies. (二)与会各方愿在遵守各自法律和规定基础上通过协商推进铁路项目合作,特别是在铁路规划、铁路组织发展、管理、技术开发、物流及货运码头建设及相关人力资源管理等领域加强交流与合作,提升现代、安全和环境友好型技术的使用。
(3) China and CEECs that are Member States of the EU will cooperate within the structures of the EU-China Agreement on Cooperation and Mutual Administrative Assistance in Customs Matters and of the EU-China Strategic Framework for Customs Cooperation. The cooperation in customs between China and CEECs will take place within the constraints of their respective competences. Participants will explore the possibilities of establishing a China-CEEC Customs Information Centre in Hungary. (三)中国与16国中的欧盟成员国将在中欧海关事务合作与行政互助协定和中欧海关合作战略框架内开展合作。中国与中东欧国家间海关合作将在各自能力范围内进行。与会方将探讨在匈牙利设立16+1海关信息中心的可能性。
(4) The Participants will jointly explore utilization and construction of logistics hubs. They will promote pragmatic cooperation on railway transportation and intermodal transport solutions including customs, to strengthen two-way supply of goods by container block train services and other railway cargo services between Europe and China, and endeavor to shorten the time of transportation. China is welcome to participate in joint development of new freight lines in connecting markets in Asia and Europe, under the understanding that it respects the principles of transparency and non-discrimination. (四)与会各方将共同探讨利用和建立物流中心,推进铁路交通和包括海关合作在内的多式联运领域务实合作,提升中欧班列等铁路货运服务双向货源组织,缩短运输时间。与会各方欢迎中国在遵守透明和非歧视原则基础上参与开发连通亚欧市场的新货运线路。
(5) The Participants emphasize the important role of China-CEEC Logistics Secretariat and the China-CEEC Coordinating Secretariat for Maritime Issues for facilitating trade flows between China and CEECs. (五)与会各方强调中国-中东欧国家物流秘书处和中国-中东欧海事秘书处对便利中国与中东欧国家贸易往来发挥的重要作用。
(6) The Participants welcome China and CEECs in cooperating on relevant infrastructure investment projects. In view of the increasingly important role of railway in social and economic development, global environmental protection and cooperation, railway transport will be one of the focuses of cooperation. The Participants welcome important progress made by China, Serbia and Hungary on the Belgrade-Budapest railway project and its possible extensions to the Adriatic Sea, the Black Sea and the Baltic Sea. Participants support moving forward practical cooperation in the development of the China-Europe Land Sea Express Line and making use of EU-China Connectivity Platform to promote development of intermodal freight transportation. (六)与会各方欢迎中国和中东欧国家在相关基础设施投资项目上开展合作。考虑到铁路在经济社会发展、全球环境保护方面发挥日益重要的作用,铁路交通将成为有关合作的重点之一。与会各方欢迎中国、塞尔维亚和匈牙利在匈塞铁路及其亚得里亚海、黑海和波罗的海延长线项目上取得的重要进展。与会方支持推进中欧陆海快线务实合作,并利用中欧互联互通平台推动多式货物运输发展。
(7) The Participants take note of the Three Seas Initiative. Participants express their willingness to cooperate within the Adriatic-Baltic-Black Sea Seaport Cooperation based on the Riga Declaration. They welcome port cooperation between China and the Central and Eastern European countries, including the opportunities deriving from inland waterways and the intermodal connections to further enhance the cargo transportation between Asia and Europe. The Participants note the potential of maritime environment and scientific cooperation in the development of blue economy, to generate better prospects for investments. (七)与会各方注意到“三海倡议”。与会方愿在《里加声明》涉及的“三海港区合作”框架下开展合作。与会各方欢迎中国与中东欧国家开展港口合作,包括利用内河航运和多式联运带来的机遇推动亚欧货物运输。与会各方注意到海洋环境和科学合作在发展蓝色经济、提升投资前景方面的潜力。
(8) The Participants support conducting civil aviation cooperation including expanding air connections between China and CEECs. (八)与会各方支持在民航领域开展合作,包括拓展中国和中东欧国家间航线。
(9) The Participants support the holding of the 5th China-CEEC Transport Ministers' Meeting in 2020 in Croatia. The Participants will continue to encourage relevant authorities of various countries to strengthen coordination and support enterprises in carrying out more mutually beneficial cooperation in logistics and transportation infrastructure. (九)与会各方支持2020年在克罗地亚举办第五届中国-中东欧国家交通部长会议。与会各方将继续鼓励各国主管部门加强协调,支持企业开展更多物流和交通基础设施领域的互利合作。
4. Trade and investment   四、贸易和投资
(1) The Participants recognize that China International Import Expo is a useful platform for promoting mutually beneficial economic and trade exchanges and cooperation between China and other countries, including CEECs. The Participants welcome holding of the 3rd China International Import Expo in 2020. (一)与会各方认识到中国国际进口博览会是推动中国同包括中东欧国家在内的各国经贸交流与互利合作的有益平台。与会各方欢迎2020年举办第三届中国国际进口博览会。
(2) The Participants note the need to effectively pursue policies facilitating access for CEEC products into China in order to build a more balanced economic partnership between CEECs and China. They appreciate the EU and China's efforts towards identifying market access barriers that need to be further addressed. (二)与会各方注意到有必要采取有效政策,便利中东欧国家产品进入中国,以构建双方间更加平衡的经济伙伴关系。与会各方赞赏中国和欧盟为确定需进一步解决的市场准入障碍所做的努力。
(3) The Participants support necessary reform of the WTO aimed at addressing global trade challenges in order to ensure its continued relevance and effectiveness by further developing WTO rules. The Participants take note of the EU-China Joint Statement of 9 April 2019 and support continued work within the framework of the EU-China Joint Working Group on WTO Reform and in the case of WTO members in compliance with WTO rules. (三)与会各方支持对世界贸易组织进行必要改革,旨在解决全球贸易挑战,并通过进一步完善世界贸易组织规则确保该组织的相关性和有效性。与会各方注意到2019年4月9日发表的中欧联合声明,继续支持中欧世贸组织改革联合工作组框架下的工作。世界贸易组织成员应遵守该组织规则。
(4) The Participants welcome the increase of mutual investment between China and CEECs and encourage non-discriminatory and transparent investment environment for enterprises, and reiterate the need for conclusion of an ambitious Comprehensive Agreement on Investment and an agreement on Geographical Indications between the EU and China. (四)与会各方欢迎中国-中东欧国家双向投资合作进一步发展,鼓励为企业提供非歧视、透明的投资环境,重申中国与欧盟有必要缔结有雄心的全面投资协定和地理标志协定。
(5) The Participants recognize the importance of ensuring open, transparent and non-discriminatory procurement procedures. For the Participants, the procurement procedures and the awards of contracts will be in compliance with their respective regulations and international obligations. The Participants support China's accession to the WTO Government Procurement Agreement. (五)与会各方认识到确保政府采购程序开放、透明、非歧视的重要性。对与会各方而言,采购程序及合同的缔结应遵守各方相关规则和国际义务。与会各方支持中国加入世界贸易组织《政府采购协定》。
(6) The Participants support holding the 4th China-CEEC Ministerial Conference on Economic and Trade Promotion and China-CEEC Fair in Ningbo, China, in June 2020. (六)与会各方支持2020年6月在中国宁波举办第四次中国-中东欧国家经贸促进部长级会议。
(7) The Participants support holding the China Investment Forum in the Czech Republic in 2020.
