| For purposes of thoroughly implementing the requirements of the reform of “simplifying procedures, decentralizing powers, combining decentralization with appropriate control, and optimizing services” and the spirit of the executive meetings of the State Council, as well as simplifying the process for opening bank accounts for enterprise groups, headquarters, and limited liability companies receiving fiscal funds from the central treasury (hereinafter referred to as “central enterprises”), you are hereby notified of the relevant matters concerning simplifying the management procedures for bank accounts of central enterprises as follows: | | 为深入贯彻落实“放管服”改革要求和国务院常务会议精神，简化在中央财政领取财政资金的企业集团、总公司、有限责任公司（以下简称中央企业）银行账户开立流程，现就简化中央企业银行账户管理程序有关事项通知如下： |
