| The secrets protection administrations of all provinces, autonomous regions, and municipalities directly under the Central Government: | | 各省、自治区、直辖市保密局： |
| Recently, relevant departments have reported that some institutions and individuals had, by taking advantage of the opportunity of providing consultation services related to confidential information system integration qualifications, under the disguise of “examination experts” and “experts in confidentiality,” in the names of “military-civilian integration” and “confidentiality consultation,” among others, and by virtue of such commitments as “ensuring the passing of examination” and “obtainment of permits through shortcuts,” misled applicants, corrupted public officials, and obtained illegal benefits, greatly damaging the image of the approval of confidential information system integration qualifications and causing adverse impacts. | | 近期，据有关部门反映，一些机构和个人利用涉密资质（格）咨询服务之机，打着“审查专家”、“保密专家”的旗号，以“军民融合”、“保密咨询”等名义，辅以“保证通过”、“快速拿证”等承诺，误导申请单位，腐蚀公职人员，获取非法利益，极大地损害了涉密资质（格）审批工作形象，造成恶劣影响。 |
| In view of the above circumstances, and for purposes of effectively impose stricter work disciplines and purifying the work environment, you are hereby notified of the relevant matters as follows: | | 针对上述情况，为切实强化工作纪律，净化工作环境，现就有关事项通知如下： |
I. The personnel responsible for the examination and approval of confidential information system integration qualifications shall not provide the applicant entities with paid consulting services in the names of guidance, consultation, and review, among others, without authorization; shall neither act as “ brokers” for any institutions or individuals nor force or hint the applicant entities to accept a consulting service; and shall not accept any institution or individual's request to lower the standards during examination and approval or give “green light” to unqualified entities. The personnel who violate the provisions shall be dealt with seriously according to laws and disciplines.
．．．．．． | | 一、各级涉密资质（格）审查审批工作人员，不得擅自以辅导、咨询、评审等名义为申请单位提供有偿咨询服务；不得为任何机构或个人充当“掮客”，强迫或暗示申请单位接受咨询服务；更不得接受任何机构或个人请托，在审查审批中降低标准，为不合格单位“开绿灯”。对违反规定的人员，要依法依纪严肃处理。
