| For the purposes of effectively conducting the prevention and control of the COVID-19 outbreak, reducing gathering and traveling of people to the maximum extent, and effectively guaranteeing the life safety and physical health of mass participating in litigations, according to the epidemic prevention and control decisions and arrangements of the CPC Central Committee and the relevant arrangements of the Supreme People's Court, the matters concerning online case filing and mailing of case-filing materials of the Intellectual Property Tribunal of the Supreme People's Court are hereby announced as follows: | | 为做好新型冠状病毒感染的肺炎疫情防控工作，最大限度减少人员聚集流动，切实保障诉讼群众的生命安全和身体健康，根据党中央防控工作部署决策和最高人民法院有关工作安排，现将最高人民法院知识产权法庭网上立案、邮寄立案事宜公告如下： |
| I. The Litigation Service Center of the Intellectual Property Tribunal of the Supreme People's Court has been temporarily closed and the time for resuming receptions shall be separately notified according to the changes of epidemic situation. | | 一、最高人民法院知识产权法庭诉讼服务中心已经暂时关闭，恢复接待时间视疫情形势变化另行通知。 |
II. During the epidemic prevention and control period, where a losing party refuses to accept the judgment of first instance for a civil or administrative case involving the relevant technology-related intellectual property and appeals, the written petition for appeal shall be submitted to the original people's court. Where the written petition for appeal is directly submitted to the Supreme People's Court, the written petition for appeal indicating the original court, the original reference number, and the contact information and affixed with the seal, the judgment of first instance, and other materials shall be scanned into PDF files and such PDF files and the corresponding Word files shall be submitted through the “Litigation Service Network of the Supreme People's Court” (website: ssfw.court.gov.cn) and all materials shall be sent to the mailbox ipc@court.gov.cn by electronic means. Upon receipt of the materials, the Intellectual Property Tribunal of the Supreme People's Court shall transfer such materials to the original people's court by sending emails and the relevant emails shall be copied to the litigant.
．．．．．． | | 二、疫情防控期间，不服有关技术类知识产权民事、行政第一审裁判提起上诉的，上诉状应当向原审人民法院提出。直接向最高人民法院提出上诉状的，应当将注明原审法院、原审案号、联系方式并已签章的上诉状及原审裁判文书等材料扫描成PDF文档，和相应Word文档一并通过“最高人民法院诉讼服务网”（网址：ssfw.court.gov.cn）提交，同时将全部材料通过电子邮箱发送至ipc@court.gov.cn。最高人民法院知识产权法庭收悉材料后，依法通过电子邮件向原审人民法院移交，有关电子邮件将一并抄送当事人。
