淮阴县人民法院受理张月英的申请后，依照《中华人民共和国民事诉讼法》第一百六十八条关于“人民法院受理宣告失踪、宣告死亡案件后，应当发出寻找下落不明人的公告”的规定，于１９９５年５月９日在江苏法制报上发出寻找陈炎的公告。公告发出一年后，陈炎仍无下落。@#
