| Chapter I General Provisions | | 第一章 总 则 |
| Article 1 For purposes of strengthening the administration of the inspection and quarantine procedures and improving the efficiency and work quality of inspection and quarantine clearance, these Provisions are developed in accordance with the laws and regulations on entry and exit inspection and quarantine. | | 第一条 为加强检验检疫流程管理，提高检验检疫通关效率和工作质量，根据出入境检验检疫法律法规，制定本规定。 |
| Article 2 For the purpose of these Provisions, “inspection and quarantine procedures” means the process that the entry and exit inspection and quarantine institutions implement inspection and quarantine of the goods entering and leaving China and other supervision subjects according to the law. It shall, in whole or in part, generally include the following work links: acceptance of inspection application, form examination deployment and control, on-site and laboratory inspection and quarantine, quarantine of animals and plants in isolation, quarantine treatment, comprehensive assessment, signing of exit visa and filing. | | 第二条 本规定所称检验检疫流程，是指出入境检验检疫机构依法对出入境货物等监管对象实施检验检疫的过程。一般包括以下部分或全部工作环节：受理报检、审单布控、现场和实验室检验检疫、动植物隔离检疫、检疫处理、综合评定、签证放行和归档。 |
| For the purpose of these Provisions, “time limit of procedures” means the time limit prescribed for completing each work link of inspection and quarantine. | | 本规定所称流程时限，是指完成每一个检验检疫工作环节所限定的工作时间。 |
| Article 3 On the basis of implementing classified administration of goods risks and enterprise credit, goods entering and leaving China shall be subject to the inspection and quarantine supervision implemented according to the relevant procedures passing conformity assessment and be subject to corresponding inspection and quarantine procedures. | | 第三条 在对货物风险、企业信用实施分类管理的基础上，依据合格评定的有关程序对出入境货物实施检验检疫监管，适用相应的检验检疫流程。 |
| Conformity assessment procedures include: sampling, inspection (quarantine) and examination; assessment, verification and assurance of conformity; and registration, recognition, approval and combinations of all items. | | 合格评定程序包括：抽样、检验（检疫）和检查；评估、验证和合格保证；注册、认可和批准以及各项的组合。 |
| Article 4 The inspection and quarantine procedures shall be managed under the principles of “one-time acceptance of inspection application, one-time inspection and quarantine, one-time sampling, one-time quarantine treatment and one-time signing of exit visa.” | | 第四条 检验检疫流程管理遵循“一次受理报检、一次检验检疫、一次抽（采）样、一次检疫处理、一次签证放行”的原则。 |
| Article 5 The General Administration of Quality Supervision, Inspection and Quarantine (“AQSIQ”) shall be responsible for the management of the inspection and quarantine procedures across the country. The entry and exit inspection and quarantine bureaus directly under the AQSIQ set up by the AQSIQ in all localities (hereinafter referred to as the “bureaus directly under the AQSIQ”) shall be responsible for the management and organization of the implementation of the inspection and quarantine procedures within their jurisdictions. The subordinate branch offices under the bureaus directly under the AQSIQ shall be responsible for the specific implementation of the inspection and quarantine procedures within their jurisdictions. | | 第五条 国家质量监督检验检疫总局（以下简称质检总局）负责全国检验检疫流程管理工作。质检总局设在各地的直属出入境检验检疫局（以下简称直属局）负责辖区内检验检疫流程管理和组织实施。直属局所属分支机构负责各自辖区内检验检疫流程的具体执行。 |
| Article 6 The implementation of paperless inspection and quarantine throughout the whole process shall be promoted, and transfer through all links shall be accelerated through paperless inspection and quarantine during all links, to shorten the time limit of procedures. | | 第六条 推进实施检验检疫全流程无纸化，通过检验检疫流程各环节作业无纸化，加快各环节间流转，缩短流程时限。 |
| Chapter II Procedures | | 第二章 流程环节 |
| Article 7 Acceptance of inspection application means the process that an inspection and quarantine institution examines and accepts the inspection application documents and materials submitted by an applicant for inspection. | | 第七条 受理报检，是指检验检疫机构对报检人提交的报检单证材料进行审核受理的过程。 |
| Article 8 Form examination deployment and control means that an inspection and quarantine institution comprehensively examines the inspection application form and supporting documents, and issues instructions for the deployment and control of each link. | | 第八条 审单布控，是指检验检疫机构按照相关规则及要求，对报检单信息及随附单证信息进行全面审核，并对各流程环节布控作业指令的过程。 |
| Article 9 On-site inspection and quarantine means the process that an inspection and quarantine institution implements inspection and quarantine of goods entering and leaving China at the goods yard. | | 第九条 现场检验检疫，是指检验检疫机构在货物堆放现场对出入境货物实施检验检疫的过程。 |
Where laboratory inspection and quarantine is required, sampling shall be conducted as required and samples shall be sent to the laboratory.
