| The following opinions on improving the working mechanism for presiding judges' meetings of people's courts are put forward in combination with the actual conditions of trials, in order to fully implement the judicial responsibility system, accurately apply the law, unify judicial criteria and improve the quality and efficiency of trials. | | 为全面落实司法责任制，准确适用法律，统一裁判标准，提高审判质效，结合审判实际，就健全完善人民法院主审法官会议工作机制提出如下意见。 |
| I. The people's court shall improve the working mechanism for presiding judges' meetings to provide guidance and reference for the judges to accurately apply the law in case trials, promote the unification of the rules and standards for judgments, summarize the trial experience, and perfect trial administration. | | 一、人民法院应当健全完善主审法官会议工作机制，为法官审理案件准确适用法律提供指导和参考，促进裁判规则及标准统一，总结审判经验，完善审判管理。 |
| II. The working mechanism for presiding judges' meetings may be established either in trial business departments of the civil, criminal, administration, state compensation, enforcement and otherwise, or across the trial business department or the trial team. | | 二、主审法官会议工作机制可以在民事、刑事、行政、国家赔偿、执行等审判业务部门内部建立，也可以跨审判业务部门、审判团队建立。 |
| III. The person attending the presiding judges' meeting shall be the court's judges within the quota. The status of and right and responsibility of judges attending the meeting shall be equal. | | 三、主审法官会议由本院员额法官组成。参加会议的法官地位、权责平等。 |
| According to the issues discussed at the meeting, experts and scholars, NPC members, CPPCC members and other relevant professionals may be invited to attend the meeting and express their opinions. | | 根据会议讨论议题，可以邀请专家学者、人大代表、政协委员等其他相关专业人员参加会议并发表意见。 |
