| Announcement on Matters Concerning the Supervision and Administration of Duty-free Shopping by Travelers leaving Hainan Island by Ship | | 关于海南乘轮船离岛旅客免税购物监管有关事项的公告 |
| For the purposes of further exerting the effect of the duty-free shopping policy for travelers leaving Hainan Island, and promoting the construction of the Hainan International Tourism Consumption Center, the General Administration of Customs (“GACC”) has announced the matters concerning the supervision and administration of duty-free shopping by travelers leaving Hainan Island by ship from seaports in Hainan (hereinafter referred to as “travelers leaving Hainan by ship”) as follows: | | 为进一步发挥海南离岛免税购物政策效应，促进海南国际旅游消费中心建设，海关总署对从海南海港以乘轮船方式的离岛旅客（以下简称“乘轮船离岛旅客”）免税购物监管有关事项公告如下： |
| I. This Announcement shall apply to the purchase of duty-free goods by travelers leaving Hainan by ship who has reached the age of 16 from duty-free shops for travelers leaving Hainan (hereinafter referred to as “duty-free shops in Hainan Island”), which are carried with such travelers and taken away from Hainan Island once and for all. | | 一、年满16周岁的乘轮船离岛旅客在海南离岛旅客免税购物商店（以下简称“离岛免税商店”）选购免税品，并一次性全部携带离岛，适用本公告。 |
II. A traveler leaving Hainan by ship may purchase duty-free commodities in duty-free shops in Hainan Island or via their online sales windows based on his or her departure ship ticket and valid identity certificate. The duty-free shops in Hainan Island shall deliver duty-free commodities to the pickup point in advance based on the information on the departure ship ticket registered by the travel at the time of purchase. When leaving Hainan Island, the traveler leaving Hainan by ship may pick up the purchased duty-free commodities at the pickup point of Haikou Xiuying Port or Haikou New Port (a pick-up point will be set up at Haikou Nangang Wharf after conditions are ripe) based on his or her ship ticket, shopping vouchers, and identity certificate, among others, and carry such commodities and take away from Hainan Island.
．．．．．． | | 二、乘轮船离岛旅客凭个人离岛船票及有效身份证件，可在离岛免税商店及其网上销售窗口购买免税商品。离岛免税商店根据旅客购物时登记的离岛船票信息，提前将免税品配送至提货点。乘轮船离岛旅客离岛时凭本人船票、购物凭证、身份证件等在海口秀英港、新海港提货点（海口南港码头在条件成熟后再设立提货点）提取所购免税商品并携带离岛。
