| The development of specialized technology transfer bodies constitutes an important part of the national technology transfer system. For the purposes of implementing the Opinions of the CPC Central Committee and the State Council on Improving the Systems and Mechanisms for Market-based Allocation of Factors of Production and the Plan for the Development of a National Technology Transfer System (No. 44 [2017], State Council), and further improving the capabilities of universities of transferring and commercializing technological achievements, the opinions on promoting high-quality establishment and specialized development of technology transfer bodies of universities are hereby offered as follows. | | 高校技术转移机构建设是国家技术转移体系的重要组成部分。为贯彻落实《中共中央 国务院关于构建更加完善的要素市场化配置体制机制的意见》和《国家技术转移体系建设方案》（国发〔2017〕44号），进一步提升高校科技成果转移转化能力，现就推进高校技术转移机构高质量建设和专业化发展，提出以下意见。 |

| With Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as guidance, efforts shall be made to comprehensively follow the underlying principle of the 19th CPC National Congress and the 2nd, 3rd, and 4th Plenary Sessions of the 19th CPC Central Committee, uphold the new development concept, further implement the strategy of innovation-driven development, and promote the mechanism for commercializing technological achievements in an innovative manner. There shall also be efforts to make breakthroughs in the establishment and development of technology transfer bodies, further improve the commercialization system of universities, strengthen the capacity building for transfer and commercialization of technological achievements in universities, and support the creation of high-quality technological achievements and the commercialization of achievements in an efficient way. Furthermore, the pace shall be accelerated to develop first-class universities and first-class disciplines, with an aim of improving the capability of universities to serve economic and social progress and provide technological support for high-quality development. | | 以习近平新时代中国特色社会主义思想为指导，全面贯彻落实党的十九大和十九届二中、三中、四中全会精神，坚持新发展理念，深入实施创新驱动发展战略，创新促进科技成果转化机制，以技术转移机构建设发展为突破口，进一步完善高校科技成果转化体系，强化高校科技成果转移转化能力建设，促进科技成果高水平创造和高效率转化，加快“双一流”建设，提升高校服务经济社会发展的能力，为高质量发展提供科技支撑。 |

| During the period of “Fourteenth Five-year Plan”, technology transfer bodies will be established in most Chinese universities with strong innovation capability and abundant technological achievements, and technology transfer systems and mechanisms will be effectively implemented and begin to make contributions. The capability of universities in transferring and commercializing technological achievements will be significantly improved, the amount of technology trading will be notably increased, and the technology transfer and commercialization system will be generally upgraded. In addition, around 100 demonstrative and specialized national technology transfer centers will be established. | | “十四五”期间，全国创新能力强、科技成果多的高校普遍建立技术转移机构，体制机制落实到位，有效运行并发挥作用。高校科技成果转移转化能力显著增强，技术交易额大幅提升，高校成果转移转化体系基本完善。培育建设100家左右示范性、专业化国家技术转移中心。 |
