国家邮政局关于印发《村邮站服务规范》的通知

各省、自治区、直辖市邮政管理局：
《村邮站服务规范》已经2015年3月24日第6次局长办公会议审议通过，现予印发，请结合实际认真贯彻执行。

村邮站服务规范
　　第一条　为规范村邮站服务行为，维护用户合法权益，保障农村地区邮政普遍服务质量，促进普遍服务发展，依据《中华人民共和国邮政法》、《邮政普遍服务》标准、《邮政普遍服务监督管理办法》等规定，制定本服务规范。
　　第二条　本规范用于指导全国范围内村邮站的建设和服务提供。
　　第三条　村邮站是设在建制村（含农村社区）负责接收、转交邮件的固定场所。村邮站的基本功能包括邮件、报刊的接收、保管和转交。
　　第四条　村邮站需有固定的工作场所，房屋一般由村民委员会提供，形式可为独立或与其他场所共用，工作场所面积原则上不少于15平方米。
　　第五条　村邮站需配备接转邮件必备的办公设施，包括用于分拣的办公桌椅、专用信报箱柜、载重自行车、专用投递包、挂号夹、标志牌和村邮员岗位职责、工作制度板等。村邮站需配有规范的邮件接收、转交记录单册，相关单册由邮政企业提供。
村邮站门外需挂有村邮站名牌，标明村邮站服务时间、服务电话及投诉和申诉电话；在站内或站外明显位置张贴基本功能及各项盈利性服务的收费标准等。
　　第六条　村邮站每周服务时间原则上不少于5天，每天服务时间根据当地实际需要由村民委员会商邮政管理部门、邮政企业确定。
