To advance the development of the renewable energy industry and ensure the rational distribution of renewable energy power price surcharges, and, based on the Renewable Energy Law of the People's Republic of China and the Trial Measures for Management of Prices and Cost-Sharing for Renewable Energy Power Generation, after consultation with the State Electricity Regulatory Commission, this Commission has formulated, upon research, the Interim Measures for Allocation of Income from Surcharges on Renewable Energy Power Prices, which are hereby issued, and, accordingly, we request your implementation thereof. Please report to us in a timely manner any problems that arise in implementation. | |
为促进可再生能源的开发利用，保证可再生能源电价附加收入的合理分配，根据《中华人民共和国可再生能源法》和《可再生能源发电价格和费用分摊管理试行办法》（发改价格〔2006〕7号），经商国家电监会，我委研究制定了《可再生能源电价附加收入调配暂行办法》，现印发你们，请按照执行。对执行中出观的问题，请及时报告我委。 |

| Article 1 To advance the development of the renewable energy industry and ensure the rational distribution of renewable energy power price surcharges, and, based on the Renewable Energy Law of the People's Republic of China and the Trial Measures for Management of Prices and Cost-Sharing for Renewable Energy Power Generation, the following Measures are hereby established. | | 第一条 为促进可再生能源发电产业的发展，保证可再生能源电价附加的合理分配，根据《中华人民共和国可再生能源法》和《可再生能源发电价格和费用分摊管理试行办法》（发改价格〔2006〕7号），制定本办法。 |

| Article 2 For the purpose of these Measures, the term “renewable energy power generation” refers to wind power generation, biomass energy power generation (including power generation from direct combustion and gasification of agricultural and forestry waste products, waste incineration and landfill gas power generation, and biogas power generation), solar energy power generation, ocean energy power generation and geo-thermal energy power generation. | | 第二条 本办法所称可再生能源发电是指风力发电、生物质能发电（包括农林废弃物直接燃烧和气化发电、垃圾焚烧和垃圾填埋气发电、沼气发电）、太阳能发电、海洋能发电和地热能发电。 |
For the purpose of these Measures, the term “renewable energy surcharge” refers to price increase standards equally shared from the nationwide sale of electricity, with the goal of supporting renewable energy development. | |
本办法所称可再生能源附加是指为扶持可再生能源发展而在全国销售电量上均摊的加价标准。 |

| Article 3 These Measures apply to renewable energy projects (grid-connected projects) examined and approved after January 1, 2006, as well as public renewable energy stand-alone electric power systems. | | 第三条 本办法适用于2006年1月1日之后核准的可再生能源发电项目（含接网工程）及公共可再生能源独立电力系统。 |

| Article 4 Renewable energy power price surcharges follow principles of clear allocation of rights and responsibilities, standardized management, openness and transparency, and ease of operation. | | 第四条 可再生能源电价附加调配遵循权责明确、管理规范、公开透明、操作简便的原则。 |

| Article 5 The standards and scope of renewable energy power price surcharges are uniformly determined by the State Council department in charge of pricing, and, according to the actual circumstances in the development of renewable energy, are timely adjusted. The allocation and balancing of renewable energy power price surcharges is supervised by State Council department in charge of pricing as well as the electricity regulatory commission under the State Council. | | 第五条 可再生能源电价附加标准、收取范围由国务院价格主管部门统一核定，并根据可再生能源发展的实际情况适时进行调整。可再生能源电价附加调配、平衡由国务院价格主管部门会同国务院电力监管机构监管。 |

| Article 6 Renewable energy power price surcharges are, according to the uniform standards and scope of electricity fees determined by State Council department in charge of pricing, collected and retained from end-users by provincial-level power-grid enterprises (the Northeast China Grid Company and the North China Grid Company Limited shall be deemed as provincial-level power-grid enterprises, except for Tibet Electric Power Company Limited), and are managed under separate accounts and used for designated purposes. | | 第六条 可再生能源电价附加由省级电网企业（东北电网公司和华北电网公司视同省级电网企业，西藏自治区除外）按照国务院价格主管部门统一核定的标准和范围随电费向终端用户收取并归集，单独记账，专款专用。 |

| Article 7 Renewable energy power price surcharges collected by provincial-level power-grid enterprises shall be calculated according to the below formula, and such formula serves as the basis for the allocation power price surcharges: | | 第七条 省级电网企业应收取的可再生能源电价附加按以下公式计算，并作为电价附加调配的依据： |

Article 8 Renewable energy power price surcharges collected by provincial-level power-grid companies are accounted for as enterprise income, and are first used for payment of same-province (autonomous region, municipality) subsidies for renewable energy power prices, and the remaining amount is to be used for quota trading and national balancing.
