| For the purposes of ensuring normal exit-entry certificate identification and regulating identification administration services, the National Immigration Administration has developed the Measures for the Administration of Exit-Entry Certificate Identification (for Trial Implementation), which is hereby issued, and shall come into force on the date of issuance. | | 为保证出入境证件身份认证工作正常开展，规范认证管理服务，国家移民管理局制定了《出入境证件身份认证管理办法（试行）》，现予以发布，自发布之日起施行。 |

| Measures for the Administration of Exit-Entry Certificate Identification (for Trial Implementation) | | 出入境证件身份认证管理办法（试行） |
| Article 1 For the purposes of ensuring normal exit-entry certificate identification and regulating identification administration services, these Measures are developed in accordance with the Exit-Entry Administration Law of the People's Republic of China, the Passport Law of the People's Republic of China, the Cybersecurity Law of the People's Republic of China, the Several Provisions of the State Council on Online Government Services and other relevant laws and regulations. | | 第一条 为保证出入境证件身份认证工作正常开展，规范认证管理服务，根据《中华人民共和国出境入境管理法》《中华人民共和国护照法》《中华人民共和国网络安全法》《国务院关于在线政务服务的若干规定》等法律法规，制定本办法。 |
| Article 2 The National Immigration Administration (“NIA”) shall be responsible for the construction of the exit-entry certificate identification platform, and authorizing, directing and supervising exit-entry certificate identification by the Exit and Entry Administration Information Technology Research Institute. | | 第二条 国家移民管理局负责建设出入境证件身份认证平台，授权并指导、监督出入境管理信息技术研究所开展出入境证件身份认证工作。 |
| Article 3 For the purposes of these Measures, “exit-entry certificate identification” means the consistency verification of exit-entry certificates held by the parties conducted by business operators who shall inspect personal identity information in accordance with laws and regulations (hereinafter referred to as “users”). | | 第三条 本办法所称出入境证件身份认证，是指向依法依规应当查验个人身份信息的经营者（以下简称使用单位）提供对当事人所持出入境证件信息进行一致性核验。 |
| Article 4 The following methods shall be adopted for exit-entry certificate identification: | | 第四条 出入境证件身份认证采取以下方式： |
| (1) Real-name authentication, consistency verification of the name of the exit-entry certificate holder, certificate number, and date of birth, etc., and return of verification results. | | （一）实名认证，对出入境证件持有人的姓名、证件号码、出生日期等信息进行一致性核验，返回核对结果； |
| (2) Real-person authentication, consistency verification of the photo of the exit-entry certificate holder, and return of verification results. | | （二）实人认证，对出入境证件持有人的人像信息进行一致性核验，返回核对结果； |
| (3) Reading of electronic certificate information, reading of electronic information inside the chip of the exit-entry certificate and return of reading results. | | （三）证件电子信息识读，对出入境证件所载芯片内电子信息进行识读，返回识读结果。 |
| Article 5 The user shall meet the following conditions: | | 第五条 使用单位应当符合以下条件： |
| (1) It is registered within the territory of the People's Republic of China, is qualified as an independent legal person, and abides by the relevant laws and regulations of the People's Republic of China. | | （一）在中华人民共和国境内注册，具有独立法人资格，遵守中华人民共和国相关法律法规； |
| (2) It shall check the identity of the party in accordance with relevant laws and regulations. | | （二）依法依规应当查验当事人身份； |
| (3) It has the ownership or right to operate the information system using exit-entry certificate identification services. | | （三）对使用出入境证件身份认证的信息系统具有所有权或者运营权； |
| (4) It has the technical guarantee environment for the safe use of exit-entry certificate identification services. | | （四）具备安全使用出入境证件身份认证的技术保障环境； |
(5) The use of exit-entry certificate identification services will not endanger national security or damage public interest or the lawful rights and interests of any other person.
