| For the purposes of effectively implementing the Charity Law of the People's Republic of China, regulating public fundraising platform services, protecting the lawful rights and interests of all participants of charitable activities including, among others, donors, beneficiaries and charitable organizations, promoting the healthy development of the Chinese charity cause, the Measures for the Administration of Public Fundraising Platform Services are hereby issued to you for your strict compliance and implementation. | | 为贯彻落实《中华人民共和国慈善法》，规范公开募捐平台服务，维护捐赠人、受益人和慈善组织等慈善活动参与者的合法权益，促进我国慈善事业健康发展，现将《公开募捐平台服务管理办法》印发你们，请严格遵照执行。 |

| Measures for the Administration of Public Fundraising Platform Services | | 公开募捐平台服务管理办法 |
| Article 1 For the purposes of further regulating the public fundraising platform services, protecting the lawful rights and interests of all participants of charitable activities including, among others, donors, beneficiaries and charitable organizations and promoting the healthy development of the Chinese charity cause, these Measures are developed in accordance with the Charity Law of the People's Republic of China, the Guiding Opinions of the State Council on Promoting the Healthy Development of the Charity Cause (No. 61 [2014], State Council) and other laws and regulations as well as relevant provisions. | | 第一条 为进一步规范公开募捐平台服务，维护捐赠人、受益人和慈善组织等慈善活动参与者的合法权益，促进我国慈善事业健康发展，根据《中华人民共和国慈善法》《国务院关于促进慈善事业健康发展的指导意见》（国发[2014]61号）等法律法规和有关规定，制定本办法。 |
| Article 2 For the purposes of these Measures, the term “public fundraising platform services” means the platform services provided by radio, television, newspapers and journals, web service providers and telecommunication operators for charitable organizations to carry out public fundraising activities or release public fundraising information. | | 第二条 本办法所称公开募捐平台服务，是指广播、电视、报刊及网络服务提供者、电信运营商为慈善组织开展公开募捐活动或者发布公开募捐信息提供的平台服务。 |
The radio, television, newspapers and journals and telecommunication operators that provide public fundraising platform services shall meet the conditions set forth in the Regulation on the Administration of Radio and Television, the Regulation on the Administration of Publication and the Telecommunication Regulation of the People's Republic of China. The web service providers which provide public fundraising platform services via the internet shall be designated by the Ministry of Civil Affairs according to the Law and meet the conditions set forth in, among others, the Measures for the Administration of Internet Information Services.
