The Report on Whether Amendment is Needed to the Methods for Forming the Legislative Council in 2013 and Selecting the Chief Executive in 2014 of the Macao Special Administrative Region, as submitted by Fernando Chui Sai On, the Chief Executive of the Macao Special Administrative Region, on February 7, 2012 was deliberated at the 25th Session of the Standing Committee of the 11th National People's Congress, and the opinion of the Hong Kong and Macao Affairs Office of the State Council was solicited before the Session.
 
第十一届全国人民代表大会常务委员会第二十五次会议审议了澳门特别行政区行政长官崔世安2012年2月7日提交的《关于澳门特别行政区2013年立法会产生办法和2014年行政长官产生办法是否需要修改的报告》,并在会前征询了国务院港澳事务办公室的意见。

It is held at the Session that: As provided in Article 47 of the Basic Law of the Macao Special Administrative Region of the People's Republic of China (hereinafter referred to as “the Basic Law of Macao”), the Chief Executive of the Macao Special Administrative Region is selected by election or through consultations held in Macao and then is appointed by the Central People's Government. As provided in Article 68 of the Basic Law of Macao, the majority of the members of the Legislative Council shall be selected by election. Any amendment to the methods for selecting the Chief Executive and forming the Legislative Council of the Macao Special Administrative Region shall conform to the above-mentioned provisions of the Basic Law of Macao and follow the principles of being based on the actual situation in Macao, being conducive to maintaining the stability of the basic political system of the Macao Special Administrative Region, being conducive to the efficient operation of the executive-led political mechanism, being conducive to taking account the interests of all classes and sectors of society in Macao, and being conducive to maintaining the long-term prosperity, stability and development of Macao.

会议认为,《中华人民共和国澳门特别行政区基本法》(以下简称澳门基本法)第四十七条已明确规定,澳门特别行政区行政长官在当地通过选举或协商产生,由中央人民政府任命。澳门基本法第六十八条已明确规定,立法会多数议员由选举产生。有关澳门特别行政区行政长官产生办法和立法会产生办法的任何修改,都应当符合澳门基本法的上述规定,并遵循从澳门的实际情况出发,有利于保持澳门特别行政区基本政治制度的稳定,有利于行政主导政治体制的有效运作,有利于兼顾澳门社会各阶层各界别的利益,有利于保持澳门的长期繁荣稳定和发展等原则。
