| In accordance with the general requirements of deepening the reform of resource-based product prices, in order to gradually rationalize the natural gas prices, guarantee the market supply of natural gas, promote energy conservation and emission reduction, and improve the use efficiency of resources, the National Development and Reform Commission (“NDRC”), in conjunction with the relevant departments, has researched and put forward a scheme for the adjustment of natural gas prices on the basis of summarizing the experience in the pilot reform of the natural gas pricing mechanism in Guangdong Province and Guangxi Zhuang Autonomous Region. You are hereby notified of the relevant matters as follows: | | 根据深化资源性产品价格改革的总体要求，为逐步理顺天然气价格，保障天然气市场供应、促进节能减排，提高资源利用效率，我委会同有关部门在总结广东、广西天然气价格形成机制试点改革经验基础上，研究提出了天然气价格调整方案。现就有关事项通知如下： |
| I. Basic Ideas and Scope of the Adjustment of Natural Gas Prices | | 一、天然气价格调整的基本思路和范围 |
| 1. Basic ideas. In accordance with the market-oriented principle, a dynamic adjustment mechanism that reflects the market supply and demand and resource scarcity and is linked to the prices of alternative energies shall be established and the price relations between natural gas and alternative energies shall be gradually rationalized so as to lay a foundation for the final realization of fully market-oriented natural gas prices. | | （一）基本思路。按照市场化取向，建立起反映市场供求和资源稀缺程度的与可替代能源价格挂钩的动态调整机制，逐步理顺天然气与可替代能源比价关系，为最终实现天然气价格完全市场化奠定基础。 |
| To accelerate the establishment of a new natural gas pricing mechanism and meanwhile reduce impacts on existing downstream users, a price adjustment scheme shall be launched in a smooth and steady manner, stock gas and incremental gas shall be differentiated, and the price of incremental gas shall be adjusted in one step to maintain a reasonable price relations with such alternative energies as fuel oil and liquefied petroleum gas (with the weight of 60% and 40%); the price of stock gas shall be adjusted step by step and great efforts shall be made to achieve full adjustment at the end of the “12th Five-Year Plan” period. | | 为尽快建立新的天然气定价机制，同时减少对下游现有用户影响，平稳推出价格调整方案，区分存量气和增量气，增量气价格一步调整到与燃料油、液化石油气（权重分别为60%和40%）等可替代能源保持合理比价的水平；存量气价格分步调整，力争“十二五”末调整到位。 |
| 2. Scope of application. The administration of natural gas prices shall be adjusted from the ex-factory stage to the city-gate stage. City-gate prices are government-guided prices and are subject to the price ceiling. The supplier and the user may, within the scope of price ceiling as prescribed by the state, determine a specific price through negotiation. City-gate prices shall be applicable to domestic onshore natural gas and imported pipeline natural gas. Control over the ex-factory prices of shale gas, coal-bed gas, and coal gas and the gas source price of liquefied natural gas shall be lifted and such prices shall be determined by both the supplier and the user through negotiation. Where it is necessary to transmit such gases in a mixed manner in long-distance pipelines and sell them together (that is, the transportation enterprise and the sales enterprise are the same market entity), the uniform city-gate price shall be implemented; where such gases are transmitted in a mixed manner in long-distance pipelines, but are sold separately, the gas source price shall be determined by the supplier and the user through negotiation and transportation expenses shall be paid to the pipeline transportation enterprise at the pipeline transportation price as prescribed by the state. | | （二）适用范围。天然气价格管理由出厂环节调整为门站环节，门站价格为政府指导价，实行最高上限价格管理，供需双方可在国家规定的最高上限价格范围内协商确定具体价格。门站价格适用于国产陆上天然气、进口管道天然气。页岩气、煤层气、煤制气出厂价格，以及液化天然气气源价格放开，由供需双方协商确定，需进入长输管道混合输送并一起销售的（即运输企业和销售企业为同一市场主体），执行统一门站价格；进入长输管道混合输送但单独销售的，气源价格由供需双方协商确定，并按国家规定的管道运输价格向管道运输企业支付运输费用。 |
| II. Specific Arrangements for the Adjustment of Natural Gas Prices | | 二、天然气价格调整的具体安排 |
| 1. The city-gate price of incremental gas shall, in accordance with the pricing methods as adopted in the scheme for pilot reform in Guangdong and Guangxi, be adjusted in one step to 85% of the price of alternative energy since the second half of 2012, and may no longer be classified according to the purpose of use. The actual city-gate prices of incremental gas in Guangdong and Guangxi shall be temporarily subject to the pilot reform scheme. | | （一）增量气门站价格按照广东、广西试点方案中的计价办法，一步调整到2012年下半年以来可替代能源价格85%的水平，并不再按用途进行分类。广东、广西增量气实际门站价格暂按试点方案执行。 |
| 2. The city-gate price of stock gas shall be appropriately increased. In particular, the actual rise in the price of gas for fertilizer production shall not exceed 250 yuan per kilostere at maximum on the basis of the current city-gate price; and the actual rise in the price of gas for other users shall not exceed 400 yuan per kilostere at maximum on the basis of the current city-gate price. | | （二）存量气门站价格适当提高。其中，化肥用气在现行门站价格基础上实际提价幅度最高不超过每千立方米250元；其他用户用气在现行门站价格基础上实际提价幅度最高不超过每千立方米400元。 |
3. The price of gas for residents shall not be adjusted. The city-gate prices of both stock gas and incremental gas for residents shall not be adjusted this time. The price of gas for residents in cities newly using natural gas in 2013 shall be subject to the policies for the city-gate price of stock gas of the province.
